`No dealer responded to tenders' | e-tendering fails ICDS in JK | | Arun Singh Early Times Report JAMMU, Sept 15: Defeating the purpose of e-tendering system, which was introduced to bring transparency in procurement of nutritional items under Integrated Child Development Service (ICDS) but for the past five months not even a single tender has been materialized. Sources told Early Times that in order to curb rampant corruption in procurement of the nutritional items under Integrated Child Development Service (ICDS), e-tendering system was introduced but since April this year, department had advertised nearly four tender notices through print media for inviting tender in procurement of nutritional items but tender process could not be completed as dealers, firms, did not show interest in the process. "Authorized dealers, firms, manufacturers, suppliers are not taking part in e-tendering due to minimal scope of corruption due to which tender process remained incomplete," they said further, adding that the nexus between the corrupt dealers and officials is so deep rooted that they are failing e-tendering process by not participating in bidding. They alleged that in absence of e-tendering process due to non participation of any bidder then project officers of ICDS made procurement of these nutritional items from shopkeepers, cooperatives on higher rates and corruption in purchase of nutritional items cannot be ruled out. "However, there had been many cases of distributing sub standard, inconsumable, expiry nutritional items among the children in ICDS center still the concerned department has failed to control over the menace," they added. Sources further alleged that the despite knowing the fact that Deputy Commissioner of each district is the chairman of ICDS but still some concerned officials managed to make deliberate attempt to linger on the tendering process and wait till the end of the financial year and then procure nutritional items on their own keeping their monetary interest intact. "Many cases have been filed against the ICDS officials of their involvement corruption in procurement of nutritional items in Jammu province and action was taken but on the contrary, in Kashmir province no action has been taken against any officers till date," they informed. |
