| HC issues notices to GAD secy, SVO director, others | | PIL on alleged hushing up of RDA scam | | Early Times Report jammu, Sept 15: In a PIL regarding alleged hushing up of the Rajouri Development Authority (RDA) scam, a high court division bench of Justice Dhiraj Singh Thakur and Justice Janak Raj Kotwal today issued notices to GAD commissioner/secretary, director of state vigilance organization (SVO), ex0vigilance director Sheikh Owais Ahmed, AIG (hqrs) SVO and SSP (PR). After hearing the petitioner's counsel, the bench issued notices to the state functionaries which were accepted by the AAG and the GAD commissioner's counsel. It was submitted that on March 26 this year, then vigilance director Owais had approved registration of formal case against the suspects -- public servants -- for indepth investigation and also issued directions to SSP (PR) to furnish draft FIR to the central office. However, the director on June 10 wrote a communication to the GAD secretary after taking a U-turn whereby the GAD was asked to issue directions to the concerned department to follow codal procedure strictly while executing the works and remain careful in future and further submitted that an established case of loss to state exchequer/corruption in which earlier approval for registration of FIR was given was subsequently recommended to GAD for just a warning to the suspect public servants is required to be reopened and the whole scam needs to be unearthed under the monitoring of this court. In the PIL, the petitioner alleged that prime suspect in the scam is Mohammad Javed Khan, then Chief Executive Officer of RDA and prayed for the quashment of June 10, 2015 communication No VO-Veri-PR-31/2009-8497-98 to the extent the SVO converted an FIR into censure just to shield the accused involved in bunglings/abuse of official position while performing their duties in RDA.(JNF) |
