Kishtwar clerks go on pen down strike | | | Early Times Report Kishtwar, Sept 15: The clerical staff in all the departments today observed pen down strike here to press long pending demand of removal of pay anomalies. They also sought implementation of a committee report constituted by the government vide order No. 76-GAD of 2012 dated 16-11-2012. The committee was constituted to seek implementation of various agreements between Clerical association and the government. The All Departments Clerical Staff Association threatened massive agitation in case the government failed to fulfil the demands. Reports of pen down strike have been received from other parts of the state as well. As per the details available with "Early Times", Jammu, Kashmir, Ladakh All Departments Clerical Staff Association unit Kishtwar today submitted a detail memorandum to Deputy Commissioner Kishtwar Sougat Biswas highlighting the various demands related to the clerical staff working in various offices across state of Jammu and Kashmir including Kishtwar District which includes removal of pay anomalies/disparities with regard to implementation of 5th Pay commission, added that the government upgraded the pay scale of Teachers, Patwaries, Statistical Officers, Section Officers, Veterinary assistants and others, but nothing was done for the clerical staff by the government which compelled them to go on strike. They stated that government principally accepted the just and genuine demands of the and also engage the representatives of the association in negotiation and reach to an agreement on 10-03-2008 and 08-07-2008 through Divisional Commissioner Jammu and later on 15-06-2010 with Commissioner Secretary Finance, added that even after more than seven years since the association reach an agreement with the government, nothing was done on ground for the clerical staff. "The pay anomaly committee submitted its report regarding the anomalies of Clerical Cadre, Home Department and Revenue Department--- the state government accepted and implemented recommendations in favour of Revenue and Home Department, but at the same time ignore Clerical Cadre" said angry Vinod Kumar. He said that the state government in principal agreed that the government will grant the pay scale of 4000-6000 to Junior Assistants, 4500-7500 to Senior Assistants/ Junior Statistical Assistants, 5500-9000 to Head Assistants/Junior Stenographers/ Statistical Assistants nationally w.e.f 01-01-1996 and monitory benefits w.e.f 19-02-2013 as has been granted in favour of others. Deputy Commissioner Kishtwar assured to take up the issue with higher authorities. |
