SFD has no record of 70 lakh trees planted by it | Poor monitoring, evaluation | | Arun Singh Early Times Report JAMMU, Sept 21: The Social Forestry Department (SFD) has failed to keep vital records of over seventy lakh trees planted by it in the last six years. Sources told Early Times that due to absence of monitoring and evaluation system of the schemes implemented by Social Forestry Department, many schemes failed to yield the purpose. "The Social Forestry Department had no proper monitoring system to evaluate the impact of schemes and investment made. During the period 2009-13 the Department had planted 70.13 lakh trees in the state. Despite the cost of plantation, maintenance and protection of plants was borne by the Social Forestry Department but no records of survival/ sustainability of plants planted were maintained," They further said that even department did not keep any norms indicating survival rate each year after plantation had been fixed with the result proper impact of schemes in regeneration and expansion of forest cover could not be ascertained. Moreover, the Social Forestry Department did not followed guidelines during execution of works for which the funds under Compensatory Afforestation Fund Management and Planning was allocated to the department. Sources informed that funds amounting to Rs 3.87 crore were received by three Social Forestry Divisions including Jammu, Rajouri and Ramban during the period 2010-11 to 2013-14 for execution of works under CAMPA. However, the guidelines of the programme were not followed during execution of works as the detailed survey, to collect physical data for identifying the measures to be taken for preparation of Annual Plan of Operation was not conducted. The Department had incurred an expenditure of Rs 3.06 crore on the basis of APOs formulated without conducting detailed surveys. Further, out of above, works amounting to Rs 61 lakh had been executed without administrative approval and technical sanction. "After completion of each closure, a plantation journal is required to be maintained indicating planting stock, the survival percentage of species during March, works taken up subsequently, remarks of inspection officers, village monitoring committees etc. but a test check of plantation journals showed that such vital information was not recorded and no periodical inspections of the closures had been carried out," they said. |
