India upset over Pak's misuse of US financial aid

Has Pakistan utilized properly financial aid it has received from the US for enhancing counter terrorism and counter insurgency grid ? This is a question that continues to bother India that has faced the problem created by Pakistan by exporting terror to the Indian states,particularly to Jammu and Kashmir.In fact it should have been the duty of Washington to review whether the aid it has provided to Pakistan for tackling the menace of terror has been properly utilized for the purpose or it has been used to strengthen the terror machines. Pakistan has received financial aid from Washington for the purpose of providing support to those groups that were engaged in fighting the Soviet troops. For this purpose the US had exported weapons,ammunition and high grade explosives to Pakistan.and Washington should have realized the impact of providing military aid to Pakistan as most of the weapons and ammunition that had to be used for fighting the Soviet troops were given to militants,who were being imparted arms training in camps before they were pushed into Jammu and Kashmir.
And the latest reports on Washington's financial aid to Pakistan is disturbing.The US has given Pakistan $265 million during the current fiscal year under Foreign Military Financing (FMF) for capacity enhancement in counter terrorism and counter-insurgency, according to a US State Department report.The fund is meant to improve Pakistan's ability to conduct counter-insurgency operations, particularly in Federally Administered Tribal Areas (FATA) and enhances the country's ability to participate in maritime security operations and counter maritime piracy.Pakistan has cooperated with the US in counter terrorism efforts and since 2001, has captured more than 600 Al-Qaeda members and their allies, and the US maintains a strong security partnership with Pakistan.
The report comes as Prime Minister Nawaz Sharif is due to visit the US later this month, starting from October 21.The report added that the US also gave Pakistan $5 million in the current fiscal year under the International Military Education and Training (IMET) assistance.The US is also Pakistan's largest bilateral trading partner, according to the report. During the current fiscal year, $18.72 billion was remitted back to Pakistan from overseas Pakistanis, of which 14.4 per cent was remitted back from the US.
Yes, one may not dispute the figures in the reports which says that Pakistan used the US aid for killing and capturing scores of Al Qaeda activists.Report claims that over 600 Al-Qaeda activists had been captured by the Pakistani forces.It is just one part of it.What continues to endanger peace in the entire south Asian region is Islamabad's continued support to insurgency in Jammu and Kashmir. After having received hefty financial aid from Washington Pakistan has reportedly beefed up its training programme for militants. Not only this: Islamabad has yet to abandon its material moral and diplomatic support to people and separatists in Kashmir.This moral and material aid has kept the cauldron of conflict and tension boiling in Kashmir.To add to this conflict Pakistani troops have resorted to repeated ceasefire violations on the LoC and on the IB in Jammu and Kashmir which has forced over 5,000 people to flee to safer places. Does Washington provide military aid and financial help to Pakistan to perpetuate insurgency in Jammu and Kashmir? This question needs an answer from Washington. Yes,Washington is free to provide military and non-military aid to any country but the US Government should ensure that Islamabad does not misuse this aid for hitting hard India,that has promoted cordial ties with America.
