Probe panel recommends action against headmaster for serious irregularities | | | Early Times Report
Rajouri, Oct 12: A committee constituted by the Chief Education Officer (CEO) Rajouri to probe serious allegations of irregularities, including harassment of female staff, against headmaster of a school, submitted its interim report on Monday seeking action against the accused. The CEO Chowdhary Altaf Hussain had attached Arun Kumar Gupta, the headmaster of higher secondary school Gurdhan Bala. Gupta had been accused of harassment by the teaching staff and misappropriation of funds, among other things. The CEO had also constituted a three-member committee headed by Nagesh (HoD DIET), Pushap Kumar (principal), and Khaliq Hussain (ZEO) to investigate the complaints against Gupta. On Monday, the committee submitted its interim report to the CEO. "During internal inquiry the committee members found most of the complaints true, and the report has been forwarded to the Director School Education and Deputy Commissioner Rajouri for further action," said CEO. On October 7, the staff members including seven female teachers of the school met with the CEO and lodged a written complaint against the headmaster. The staff had accused him of harassment, using un-parliamentary language, not releasing their salaries/arrears as he would remain away from the school quite often. The school staff had also alleged irregularities committed by the headmaster in RAMSA and other school funds. They had reportedly had asked the CEO to shift the headmaster from the school. According to the interim report submitted by the inquiry committee, Gupta had availed 51 leaves and 62 duties from January to December 2013. Similarly from January to December 2014, he had availed 68 leaves and 30 duties, and this year from January till September he has availed 21 leaves and 30 duties. According to the committee members these leaves and duties were not sanctioned by any competent authority and were unauthorized. "To hide previous record, the headmaster used to replace 'punctuality register' after every month and the committee members found variations (leaves & duties) on 'punctuality register' and staff attendance register in the year 2015, while the 'punctuality registers' for the past years were not available in the school record. "Further the duties were shown as his (headmaster's) visits to Directorate Office, Board of School Education (BOSE), tehsil DIET, CEO, ZEO offices and to various schools without any duty certificates," a committee member told Early Times. He said the service book of the headmaster was neither available in the school nor in the office of the CEO, and all the leaves availed by him during his tenure at Gurdhan Bala were not entered in his service record. "Despite 16% result of the school for Class 10 in 2014-2015, the headmaster has withdrawn his increment without the sanction of controlling officer, which is a clear violation of the government order. "On the other hand, he has stopped the salaries of all the staff members from July onward despite 50% result in their respective subjects," the member said. He said the committee also found that the headmaster has not credited 3rd and 4th installments of 6th Pay Commission arrears and 17% and 6 % DA arrears into the GPF accounts of other staff members where as he has withdrawn his salary till September. All the female teachers in their written statements have mentioned about the un-parliamentary language used by the headmaster and have said that words used by him can't be mentioned in the statements. Besides these, the inquiry committee found many other irregularities committed by the headmaster and it observed that there was complete mess and mismanagement in the school on part of the headmaster and the staff.
