2 yrs on, SAC probe into ULB scam goes nowhere | | | Javaid Naikoo Early Times Report
Srinagar, Oct 27: The State Accountability Commission's probe into illegal appointments in the department of Urban Local Bodies (ULB) is going nowhere even after more than two years. In May 2013, the SAC had started an enquiry into the alleged role of then deputy Chief Minister Tara Chand in the illegal appointments in ULB. Accordingly, a division bench of the Commission comprising chairman Justice (retd) Y P Nargotra and Justice (retd) Hakim Imtiyaz Hussain directed for a regular enquiry into the allegations of misuse of official position by Tara Chand. Ironically, in June 2011, Tara Chand had himself chaired a meeting to discuss the recruitment scam. In the meeting then Principal Secretary, Housing and Urban Development, Suresh Kumar, had asked then Director, Local Bodies, Mohammad Afzal Bhat to attach few executive officers. But the order was soon revoked after the intervention of two top politicians who according to sources themselves had earlier directed the executive officers to recruit their kin. Reports say the ULB made more than 1,500 illegal appointments till 2011, and the number of illegally appointed people increased enormously in past three years. Sources said the executive officers regularized about 70% of illegally recruited people in past two years who had not completed mandatory seven years of service as temporary employees. The State Vigilance Organization many times also sought details of people recruited illegally in the municipal committees of Shopian, Pulwama, Anantnag, Kunzer, Ganderbal, Baramulla, Sopore, Tangmarg, Uri and Handwara. Probe orders were also issued, but no action was ever taken against officials. Except former Director, Shameem Ahmad Laharwal, no other ULB official was suspended or terminated from the service. Recently, Deputy Chief Minister Nirmal Singh wrote on his Facebook page that "in last many days I came to know that many negative approaches were carried out in Power, Housing and Urban Development Department in last many years. But things will change, I will not let any corrupt practice to follow in these two departments, you will soon see changes, we will make system highly accountable. I am receiving complaints, suggestions of people and soon actions will be taken against corrupt official and corrupt practices. System will turn for people of Jammu and Kashmir." Minister of State for ULB, Mohammad Ashraf Mir had on three occasions told Early Times that he would ask for the list of people appointed illegally and will seek details about other irregularities conducted over the years in municipal committees. |
