Industries engage outsiders without ascertaining antecedents | | | Arun Singh Early Times Report Jammu, Feb 4: The factory owners of industrial areas are playing with internal security of workers in general and State in particular by not keeping authentic identity proof with full permanent residential address of the workers engaged in the industries belonging to other states which is in gross violation of rules and regulations of industries. Sources told Early Times that as per Contract Labour (Regulation and Abolition) Act 1970, it is mandatory on the part of the contractors, through which the workers are engaged in the factories, to have all their authentic records regarding their information including identity, original domicile before engaging them in the industries. "There is widespread culture of engaging workers through recognized contractors in the industries and more than 90% of workers are working through this procedure and it becomes mandatory on the part of contractors to collect all their authentic personal information of the workers before engaging them in factories but on the contrary the contractors don't bother to have this vital information with them particularly of the workers belonging to other states likes U.P, Bihar, Odisha etc. which pose serious security threat," they said. They further informed that the services of the workers are governed through under Contract Labour (Regulation and Abolition) Act 1970. "As per Act labour contractors had to fill the Form-XIII i.e Register of workmen employed by Contractors in which the information of contractor, name and address of the establishment in/ under which contract is carried on, nature and location of work, name and address of principal employer had to furnish and more importantly the names and surname of the workman along with age, father/ husband name, nature of employment with designation, permanent home address of workman (village and tehsil/ taluka and district had to mention. Furthermore, local address of the workman had to furnish with supporting document but no such modalities are carried out by the contractors. However, Act says if contractors fail to provide all requisite information of workers to the principal employer then it becomes the duty of the owner of the factory to collect all these information. The lapse on the part of the contractors, principal employer posing serious internal security threat to the employees working with the industry in particular and State in general needs to be taken care of and rectified so as to avoid untoward incident in view of the security scenario prevailing the country. Citing an incident, the sources informed that two female workers have been missing for the last six months who as per information had fallen prey to the enticement of two male workers outside the State who were working in the same factories in Bari Brahmana Industrial area and still untraceable despite lodging FIR in the concerned police station in the absence of full residential address both with the contractor and principal employer as per Contract Labour (Regulation and Abolition) Act 1970. The parents of female workers are running from pillar to post to seek help of the police to know the whereabouts of their daughters which is a cause for their unending mental harassment. |
