Kulgam land scam: CEO tops beneficiary list | | | Saahil Suhail Early Times Report Anantnag, Feb 4: KAS officer, who has enjoyed top and prized postings in previous NC-Congress regime, tops the beneficiary list of infamous Guddar Kulgam land scam exposed by Early Times yesterday. Official sources revealed that Bashir Ahmad Khan (KAS) who heads Integrated Watershed Management Program-a center sponsored progam- was been allotted over 90 Kanals of state land after changing the nature of the same. They said that Khan, who was posted twice as Deputy Commissioner Anantnag allegedly with the help of then Patwari and Tehsildar managed to temper the land revenue records. "Patwari, Tehsildar and settlement assistant (Chainman) Zakir Ahmad relative of Bashir Ahmad Khan helped the influential beneficiaries," an official pleading anonymity said. Yesterday an official confirmed to early Times that during the preliminary investigation it came to fore that the revenue authorities have changed the nature of over 500 Kanals of state land during settlement process and have managed to register state land under 5 that was registered under section 4 of the Act. Sources said that Additional Deputy Commissioner Kulgam who is investigating the scam has acquired the list of top ten beneficiaries who have been allotted the state land fraudulently. They said that KAS officer Bashir Ahmad Khan tops the list who been allotted 93 Kanals of state land. Khan, in response to Early Times expose claimed that it was he who ringed the arms bells. "It was me who informed then Deputy Commissioner Kulagm and Assistant Commissioner Revenue Kulgam to rectify the errors in the revenue records," Khan wrote on WhatsApp. He blamed few friends for exploiting situation. "Entry of some State land in my name is nothing but to cover the wrong doings," he added. Then Assistant Commissioner Revenue Kulgam Sheikh Ghulam Hassan admitted that he was informed by Bashir Ahmad Khan about the issue. "In 2015 he (Bashir Ahmad Khan) ringed me and asked me to check records after few villagers approached him but he never asked about his personnel issue," he said. He said that as Assistant Commissioner Revenue he has examined only 5% of the total land. "I have examined the record of few (Khewats) and I am sure that will be correct," Sheikh added. Pertinently, Additional Deputy Commissioner Kulgam, Mushtaq Ahmad Semnani has yesterday confirmed to ET that they are probing the scam. |
