JAMMU, Feb 10: In an apparent case of exploiting political clout to occupy plum posts in Jammu University, a group of politically influential people managed to attain top positions. The postings go to influential persons despite Selection Committee's (SC) clear objections for some coveted posts,
A meeting was held in the office Chamber of the then Vice Chancellor University on 15-01-2006 at 2 pm. In response to the advertisement, six applications were received for the post of Additional Controller of Examination. Six candidates including Jai Kumar presented before the Selection Committee and were interviewed by the committee. "Based on the performance in the interview, job suitability and experience in the related area Dr. PS Pathania (Rank 1) and Jai Kumar (Rank 2) in order of rank were found most suitable and appropriate as per job requirements of the Additional Controller of Examination", reads minutes of the meeting.
As per the advertisement, in addition to the academic qualification the relevant qualifications for these posts are:
At least 12 years of experience as lecturer (Sr Scale/) Reader with five years in Reader's grade alongwith experience in educational Administration or Comparable experience in research establishment and/ or other institutions of higher education. Or 12 years of administrative experience of which 5 years as Deputy Registrar or an equivalent post.
However, Jai Kumar had 7 years of experience as lecturer, 8 years of experience as Sr Lecturer, 2 years and 7 months of experience as Selection Grade Lecturer and 4 years of experience as Deputy Registrar.
This clearly indicates that Jai Kumar does not meet the job experience required for the post as advertised.
However, the minutes of the meeting also reads that Jai Kumar Sharma's experience does not in toto meet the requirements and even then the Selection Committee who was reportedly under severe pressure and gave opinion that the service of Jai Kumar in the university in various positions needs consideration, especially in the light of Senior Lecturer 07-12-1983 to 06-12-1990. And the committee, acting smartly, throws the ball in the VC's court with the opinion that if approved by the competent authority the selection members were of the unanimous opinion that the Jai Kumar in order of rank be recommended to be appointed as Additional Controller of Examination in the pay scale of Rs 16400-20000 initially on probation for a period of one year. |
