Babus enjoy Guv rule, go missing from offices | | | Ishtiyaq Ahmad

Srinagar, Feb 11: While the people of Jammu and Kashmir are anxiously waiting for elected government in the state, but the bureaucrats these days are enjoying the Governor's Rule by skipping their official duties. Governor N N Vohra has delegated powers administrative secretaries to exercise the powers of the ministers in respect of various developmental and administrative matters. Delegation of powers has been made in pursuance of the J&K Delegation of Powers Act, 2016 (Governor's Act No. 1 of 2016). However, most of the Babus are enjoying the Governor Rule these days as there seems no accountability in absence of the elected government. "Governor Sahab can't reach everywhere and remains busy with his tight schedule. But most of the bureaucrats skip their duties or stay only one or two hours in office as there is no accountability on them these days nor they have to report to any minister," a senior official at the Civil Secretariat said. Sources said that most of the managing Directors of the government corporations including, MD SIDCO, MD JKPCC and heads of several other departments skip their official duties or come office after 1 pm daily as per their wish. Sources said these senior officers are not adhering the office timing resulting the work in offices get affected. "We have been visiting the office of JKPCC for the last two days, but its MD didn't come till 1 pm and finally we left back without getting our work done," a delegation of Samba said. The MD JKPCC has also shifted his office to the fourth floor of the building in Jammu. "The MD Sahab said he has all the power of the department so that he can shift anywhere as per his choice and shifted to fourth floor on the pretext he was not feeling comfortable at the ground floor," official sources said. Government has cracked a whip on lower rung officials and suspended many who skip their duties. But there is no check on the administrative heads and HODs as they enjoy powers of ministers. "A senior bureaucrat told me yesterday that Governor Rule should be prolonged in the state as they have complete freedom these days in taking any administrative decisions without seek consent from the minister," a sectional officer in one of the departments at Civil Secretariat said. The administrative secretaries have been delegated power of approval to all kinds of works/projects costing over Rs.7.5 crore up to Rs.20 crores with the concurrence of Planning & Development Department and Finance Department. The absence of the elected government has been leading to chaos in the state administration. At the Civil Secretariat Jammu, it could be seen there is some sort of chaos and uncertainty among the employees over the functioning of the government. "The delay in government formation has created confusion in the state administration. We don't know when the elected government will be in place?" a senior bureaucrat asked. |
