MCs strangle PM's Swach Bharat mission | | | Early Times Report
Jammu, Feb 11: The Municipal Committee Udhampur has been accused of strangling the Prime Minister's Swachh Bharat Campaign. According to concerned citizens, the erring authorities not only endanger human health by their unhygienic acts but adversely affect the environment as well. The committee has been further accused of throwing garbage collected from various parts of the city into a forest along the national highway. The heaps of garbage on the spots identified by the people substantiate the accusations. The municipal committee's across the state have a similar story to tell. Right from Anantnag district in South Kashmir to Kupwara in the North, all the garbage collected by local town area committees and municipalities is being dumped into water bodies, fresh water streams, rivers, lakes etc. The Municipal Committee Bhijbehara, Anantnag and Awantipora dump its garbage near the banks of Jehlum and other water bodies . The "Arpath Kul" which is a fresh water stream flowing through Anantnag town is also used as a garbage dumping site. The Municipal Committee Kulgam has made Vishaw river as its solid waste dumping site due to non availability of garbage dumping site in the town. Reliable sources say that Municipal Committee Sopore also dumps solid waste in Jehlum river which flows through this town. "The authorities (municipal and town committees) which are supposed to prosecute the wrongdoers are unfortunately themselves the violators of environmental and other municipal laws which otherwise had to be enforced by these authorities. In this whole scenario how can we expect that people will cooperate with them? Under these circumstances it is necessary that our Government must adopt some new techniques of Solid Waste Management which are already being experimented in several cities and towns outside J&K by reputed organizations, NGO's and Not for Profit companies" said Dr Mushtaq Khan social activist from Srinagar. Pertinent to mention that Early Times carried a detailed report on dumping of garbage in Wullar lake by Bandipora Muncipal Committee and this prompted the authorities particularly the Wullar Lake Conservation & Management Authority (WUCMA) to issue notice to the directorate of Urban Local Bodies. As of now municipal committees across state have no concrete waste management policy. During 2014 an amount of Rs 82 lakhs was provided by WUCMA to Bandipora Municipal Committee for management of solid waste but that money according to local resident has been siphoned off. "We demand legal action against the Udhampur Municipal Committees for dumping solid waste and garbage in water bodies / forest area" said Rakesh Kumar a resident of Udhampur. |
