KU, JU request PSC to withhold interviews for Assistant Profs | | | Akshay Azad

Jammu, Feb 11: Impasse over the issuance of Minimum Standard Procedure (MSP) certificates to Ph.D holders by universities of Kashmir and Jammu has taken a new turn with request from both the university administrations to Jammu and Kashmir Public Service Commission (JKPSC) to withhold interviews of Assistant Professors for couple of weeks. The JKPSC has reportedly not taken any decision over the request and is likely to take decision in a meeting but sources reveal there is remote possibility of suspending the scheduled interviews as a government order would be needed to defer the interviews. Pertinently, due to issuance and later recalling back of MSP certificates issued by Jammu as well as Kashmir Universities, the interviews for nearly 1650 posts of Assistant Professors was stalled by JKPSC. The JKPSC recently issued a circular asking the Ph.D candidates to submit the MSP certificates by15/2/2016, so that interviews would be started. Following which, on 5/2/2016, the Dean Research Studies of Jammu University had issued a public notice, asking all candidates to approach Head of the Department for completion of format accompanied with formalities latest by 11/2/2016. "Such candidates who fulfill the requirement of the format notified vide no. DRS/16/18403-18460, shall be issued the required certificate", the notification further reads. Sources said that though JU had decided to issue certificates as per notification but Kashmir University had not issued any notice. "In the meantime the JU administration had a meeting in which it was decided to accept documents from the candidates but not to issue certificates to anyone and approach JKPSC to postpone the interviews", sources said. Dean Research Studies of Kashmir University Prof. Javaid Ahmed said that both the varsities have jointly taken up the decision not to issue any MSP certificates to any student. "After through discussions, both the University administrations have sent request letters to Governor NN Vohra, Jammu and Kashmir, Higher Education department and JKPSC to withhold the interviews, till the report of Nagvekar Committee, constituted by University Grants Commission on MSP controversy, will come", he said. JKPSC secretary Shakeel-ur-Rehman said that though they have received a request from both the varsities but the decision to withhold the interviews would only be taken in the meeting of Commission. An official of JKPSC pleading anonymity said there were very remote possibilities to concede the demand of withholding the interviews. "They have appealed for withholding interviews till Nagvekar committee report come but question arises, if report will get delayed for two years, can we wait for two years", the official said, adding that if the decision of Nagvekar committee report would endorse UGC guidelines of 2009, what would be the purpose of withholding interviews. The official further said that JKPSC has sufficient number of applications even if Ph.D candidates would not be allowed and Commission was likely to continue as per the schedule of the interviews. "If the government will ask us to withhold interviews, then JKPSC will definitely wait as the posts are sent by Higher Education department and Commission is only recruitment agency", he said, adding that if Nagvekar committee report would abolish MSP, then once again requirement to amend recruitment rules would arise. |
