Jammu region faces discrimination in allotment of food grains: CAG | | | Saqib Junaid Early Times Report srinagar, June 28: The Comptroller and Auditor General of India has pin-pointed inequitable distribution of rice in the state thus depriving a large population of the Jammu region from availing the benefit of the food grains at the subsidized rates. In its latest report that was tabled in the Legislative Assembly on Monday, the Comptroller and Auditor General of India says that against a quota of 17.12 lakh metric tonnes (MT) of food grains in respect of Jammu division, the administrative department has made an allocation only 16.24 lakh MTs whereas against quota of 20.72 lakh MTs of food grains in respect of Kashmir division the administrative department allotted 21.60 lakh MTs during 2010-2015. "Thus 0.88 lakh MTs of food grains was less allotted to Jammu division thereby depriving card holders varying from 35964 to 43257 each month of the benefits of subsidized food grains," the CAG report says. Despite less allocation of food grains as per prescribed scale Director CAPD Jammu according to the report failed to ensure equitable distribution in the region. The audit noticed that AD Reasi, Kishtwar lifted/issued 21836 MTs of food grains valuing Rs 13.91 crore in excess of requirement (155604) as per quota during 2010-14. "During 2011-12 alone, Assistant Director Reasi had issued 8000 MTs food grains in excess of its annual requirement 38901 MTs for which no specific justification was found on record." Audit scrutiny of records showed that selection of mills for grinding of wheat was done during 2010-15 from among the mills empanelled in the year 2007. "No empanelment by way of open tendering system had been carried out during 2008-15." The report says that CAPD department has not maintained proper records at Srinagar-Jammu. "Non existence of internal control to record transactions related to lifting, dispatches and distribution of food grains is fraught with the risk of misappropriation and frauds remain undetected." The CAG has also grilled the state government for "undue delay" in implementation of National Food Security Act and also criticised the public distribution department for "not reviewing" earlier the list of BPL families. As per Census 2011 the Comptroller and Auditor General in its report says 26 per cent of the population in the state is out of Targeted Public Distribution System (TPDS) coverage. |
