Choke hawala channels, MHA tells JK
Separatists, militants receiving money from Middle East, Europe

Jammu, June 28: In the backdrop of the attack on the convoy of Central Reserve Police Force (CRPF) at Pampore on Jammu- Srinagar highway, Ministry of Home Affairs has asked the Jammu and Kashmir government to activate the security agencies to choke the funding of separatists and militant outfits active in Kashmir.
Sources told Early Times that MHA has passed on the instructions to the JK government to ensure that all the Hawala channels are choked and the people involved in such transactions are identified and booked.
Sources said around 37 persons-- 17 in 2013, nine in 2014, eight in 2015 and three in 2016 were arrested in connection with their involvement in Hawala cases. Over Rs 36.70 lakh, USD 900 and 33 gold coins were also recovered from them.
They said around 116 people were arrested for possessing counterfeit currency. Fake Indian currency notes with a face value of Rs 51.15 lakh and USD 6,980 were seized since 2013.
Sources claimed that separatists and militants are getting the funds through different Hawala channels from Middle East and a few European countries. "Since September 2014, when floods inundated Kashmir, security agencies have let the separatists go off the hook," they added.
"The Jammu and Kashmir Police and other agencies active in Kashmir have been asked to shift their focus on the channels through which the funds are flowing into the Valley. They have been asked to investigate the connections of the small separatist outfits which merged into Hurriyat Conference (G) soon after the Pakistan owned Syed Ali Shah Geelani and pushed Mirwaiz Umar Farooq on the back foot," sources said.
They said, "Intelligence inputs indicate that lot of money is being pumped into Kashmir to foment trouble and trigger unrest. A few people among the separatists are being funded to orchestrate the street protests and stone pelting while a few are being asked to provide the money to the militants."
A source claimed that besides "foreign funding" separatists are laying lot of emphasis on collecting the funds at local level and top notch businessmen are being asked to contribute to save their lives. "Lot of activity is going on at the money front. If steps are not taken to curb it there is every possibility of violence escalating in coming days and militants re-emerging and re-grouping," the source said.
He said, "In coming days crackdown would be launched against the separatists who want to run their shops by getting Hawala money and asking the well off people to provide them with funds. If steps are not taken to curb this menace there is every possibility about situation like nineties re-emerging wherein militants used to barge into the houses resort to extortion."
