Srinagar, Aug 28: Union Home Ministry's plans to replace pellet guns with hot chili PAVA shells ruptured the moment some media reports suggested that the same had been used during ongoing uprising in Kashmir valley. India's one of the leading news daily has reported that PAVA (Pelargonic Acid Vanillylamide) shells considered as an alternate to pellet guns have already been used by paramilitary Central Reserve Police Force (CRPF) in Kashmir. The report further revealed that it was mentioned in the affidavit filed by the CRPF in Jammu and Kashmir High Court the highest judiciary of the state on August 17 that PAVA as an alternate to pellet gun was used by its personals since July 8 and August 11. According to the CRPF proclamation its personnel deployed across Kashmir have fired 800 shells of hot PAVA projectiles (pepper balls) between July 8 and August 11. The affidavit according to the media report was filed by Srinagar based Inspector General (CRPF) Atul Karwal, in response to the Public Interest Litigation (PIL) filed by Kashmir High Court Bar Association (KHCBA). Bar Association had sought immediate and complete ban on the use of pellet guns which has so far claimed the lives of six besides maimed hundreds others in fresh uprising in Kashmir valley. Pertinently, The Union Home Minister, Rajnath Singh who was on two days visit to Kashmir last week to review the overall situation in Kashmir had claimed that alternate to pellets will be introduced within next few days in Kashmir. The Union Home Ministry had also appointed an expert committee to find alternate to pellet gun whose report is yet come. "In 2010 it (pellet) was introduced as non-lethal weapon, but I think this need to be replaced now, our expert committee in next three to four days will submit its report on it," Home Minister Rajnath Singh had said addressing a joint press conference with Chief Minister Mehbooba Mufti at her Gupkar residence on Thursday last. Pertinently, the expert panel constituted to find an alternative to pellet guns for crowd control following uproar against its use in Kashmir has zeroed in on 'PAVA shells', chili-based ammunition, which is less lethal and immobilizes the target temporarily. Further the report, quoting its sources said, the expert committee, which is yet to file its report to the Home Ministry, is considering PAVA shells along with CONDOR rubber bullets, teargas shells with enhanced potency and marker and stun grenades as an alternative to pellet guns. |
