HC directs state to file status report of facilities available in blind school | | | Early Times Report Jammu, Sept 2: A High Court division bench of first puisne judge, Justice Ramalingam Sudhakar and Justice B S Walia today directed state to file the status report of the infrastructure available in the blind school. The bench also directed to provide the stastical data of the number of children, who were required to be looked after in the blind schools. The court directive came in PIL, seeking direction to state to provide sufficient infrastructure in the school for blinds at Roop Nagar here, including hostel facilities, boarding and lodging, extra curriculum activities, study material for progression in life and specific computer along with its software. After hearing the counsel for petitioner, the bench observed that the issue was of larger interest as it had sought to provide new facilities for blind children of J&K and enhance the quality of facilities already available in blind schools. The bench issued notice to respondents and directed them to file status report of infrastructure available for blind schools and the statistacial data of number of children who were required to be taken care of in the blind schools. The court said the status report may also disclose the future course of action taken for establishing appropriate blind schools based on number of such children who were seeking placements in appropriate schools for blind. The court said the detailed report be filed before October 3, 2016. The counsel submitted that there was only one school for blind children at Roop Nagar in Jammu district even as there were a number of child blindness cases in the state. In this school, education was being provided only upto 5th standard. "The students are living in the school hostel which is in a very pitiable condition. The social welfare department has been providing a meager help of Rs 65 per student per day. Some of the hostlers are pursuing their higher studies and it is very difficult for them to meet their day-to-day needs with such a small amount. To run its affairs, the school is also dependent on donations from the society. There is no concerted efforts by the respondents for providing medical and health care facilities to the persons suffering from blindness in J&K nor the government is in a position to provide support of specialized medicare facility for eradication or cure of the blindness. Many of the students are youngsters whose blindness can be cured by proper treatment. Because of the denial of such medical specialized treatment, these children are made to live the life of total darkness either because there are no facilities available for their treatment or because no financial help is available to them. The treatment is costly and beyond their reach," he said. He sought direction to respondents to provide two schools for blinds in all the districts of the state with facilities of boarding and lodging to cater to the needs of children suffering from blindness and make provision for providing education to them by special training at least upto 12th standard. Direction was also sought to provide avenues of studies beyond 12th standard to the blind children in professional and non-professional courses by providing the material for studies in braille. |
