Early Times Report

Rajouri, Sept 2: Despite framing guidelines to keep check on air pollution, the release of ash from the hot mixing plants/ stone crushers which prepare hot bitumen mix for laying roads, is going on unchecked right under the nose of district administration and Pollution Control Board in Rajouri district.
Many hot mixing plants including New Jhelum & Chisti Hot Mixing Plant have been operating on the banks of Rajouri river and in the vicinity of populated area and dense forests at Dagani (Chatyari) about 20 kilometers from district headquarters at Rajouri.
State Pollution Control Board senior officer said that though all these plants are running after obtaining proper permission but many among them violating the measures to be taken to control the air pollution.
The casual approach of the owners of these hot mixing plants/ stone crushers towards following the norms laid down by the State Pollution Control Board (SPCB) , has been posing threat to environment and health in the area.
Not only this but despite blankets ban imposed by the District Magistrate on the mining near the bridges, PHE dug wells, protection walls, illegal mining has been causing a risk to the forest areas as well as it leads to the death of aquatic animals.
Well informed source said that the main reason behind air pollution is use of cheap quality fuel instead specified use of superior fuel i.e high speed diesel.
"Instead using high speed diesel the operators are using cheap quality oils for heating purposes which is causing immense air pollution" said well informed source.
In the absence of no proper checking by the concerned officials, the ash spewing out from the stone crushers and hot-mixing plants spreads in the internal areas and creates problems for the commuters as well as for the inhabitants of the area. It also causes water pollution in Rajouri river which is feeding large population down the river.
Sources added the that the hot mixing plants/ stone crushers blatantly violating the guidelines laid down by the SPCB including using the water sprinkling system, recommended stack height, green etc.
"The department has been keeping surveillance on the operation of these hot mixing plants/ stone crushers regularly. If anybody found violating the guidelines suitable action under law including seizure of the plant will be taken against the violator" said M Sanehi, Divisional Officer SPCB (Rajouri).
