| Higher Education deptt goes out of way to favour blue-eyed lecturers | | Clandestine transfer, adjustment orders | | Akshay Azad

Jammu, Oct 23: Higher Education department has reportedly issued a clandestine transfer/adjustment order of 13 Associate/Assistant Professors, returning majority of those transferred in the previous order to the postings of their choice.
This surreptitious order 321-HE of 2016 dated 17/10/2016, involving thirteen Associate/Assistant professors was not uploaded on official website and sent to college Principals. Those having strong proximity with corridors of power have allegedly retained their previous places of postings in the said order.
As per transfer order number 267-269 HE of 2016, dated 16/8/2016, Marifat Akhtar, Jasmin Farooq, Remana Ashraf, Roohi Jan, Rabia Ahmed, Seema Gandotra Nidhi Choudhary, Shachi Sood of English Subject were transferred to various colleges but exactly after two months, most of them retained their choice postings in cities.
Seema Gandotra of English subject was transferred from GGM Science College to GDC Samba on 16/8/2016 but she returned back to GCW Gandhi Nagar on 17/10/2016. Pertinently, in reply to an RTI application, Seema Gandotra had been staying in Jammu city colleges for the last more than 16 years and was transferred but once again she returned back.
On her place, Renu Angurana has been transferred from GCW Gandhi Nagar to GDC Samba, who has been overstaying in city colleges for the last nearly thirteen years, as per an RTI reply.
Moreover, Marifat Akhtar was transferred from a peripheral college GDC Ganderbal to GDC Women MA Road on 16/8/2016 but was once transferred to another peripheral college GDC Kangan allegedly to shift Jasmin Farooq from Kangan to MA Road College. Surprisingly, Jasmin Farooq was transferred from GDC Nawakadal Srinagar to GDC Kangan on 16/8/2016 but retained city college posting. Ramana Ashraf was transferred from GDC MA Road to GDC Sopore on 16/8/2016 but she returned to Amar Singh College on 17/10/2016.
Roohi Jan was transferred from SP College Srinagar to GDC Pattan on 16/8/2016 but she returned back to SP College on 17/10/2016. Rabia Ahmed was transferred from MA Road college to GDC Ganderbal on 16/8/2016 but on 17/10/2016, she returned back to MA Road College Srinagar.
Moreover newly appointed Assistant Professors also managed transfers, obviously their choicest. Newly appointed Nidhi Choudhary was posted to GDC Rajouri on 16/8/2016 but she is now transferred to GDC Sunderbani. Shachi Sood of Rajouri was posted in GDC Sunderbani on 16/8/2016 but she managed transfer to GDC Rajouri on 17/10/2016. In Subject Physics newly appointed Mohamamd Iqbal Raina posted in GDC Mendhar has been transferred to GDC Rajouri on 17/10/2016.
Moreover, Asif Aijaz Lone has been transferred from GDC Rajouri to GDC Mendhar, Satishwar Singh was transferred from GDC Billwar to GCW Gandhi Nagar and Gulam Abas has been transferred from GDC Budhal to Rajouri.
All these Associate or Assistant Professors were transferred/adjusted in partial modification of government orders number 196-HE of 2016 dated 19/5/2016, 267-HE of 2016 and 269-HE of 2016 both dated 16/8/2016.
"From these selective transfers and adjustments, it is amply clear that most of the professors, who retained stay in city colleges are highly influential and are adjusted in total violation of transfer policy", a professor said, adding that hundreds of college professors have been overstaying in far flung colleges but the strong lobby of influential professors was so influential that even Minister and senior bureaucrats allowed them to stay in cities. |
