Daneshwar may succeed Vohra

Daneshwar Sharma who now a days is playing the role of an Interlocutor in the state of Jammu and Kashmir since October 2017 may likely to succeed N.N Vohra as the Governor of the state. The Union Government had appointed an outstanding caliber officer Daneshwar Sharma who was a former Director of Intelligence Bureau (IB) as the Special Representative of GOI (Interlocutor)
He has been given the status of the Cabinet Secretary and given a free hand to clinch the issue of Kashmir tangle independently.
Pertinent to mention here that at present the BJP led government at the center is capable of doing the things in the country's interests and is in a position to settle the Kashmir tangle once for all as there is no threat to dislodge the National government at the Center from any side. It looks that the BJP government is determined and serious to take the issue of Kashmir to the logical conclusion once for all as is evident from the fact that the Acting swiftly, he has paid his four visits to this state and spent at least twenty days in totality in Kashmir, Jammu and Leh besides visiting various Districts in the valley and Jammu effecting from Nov.6, last year and had met with a series of various delegations at Srinagar, Ladhakh and Jammu. The delegations were comprised of trade and business organizations, political parties , youth and students etc. etc. Having toured the state of Jammu and Kashmir, he confidently stated that the peace will return to the valley soon and declared that he will be visiting the state time and again.
Feelers were also sent to the Separatists and the Hurriayat leadership for talks but they kept the distance for the reasons known to them only. Political experts feel that he may be able to crack the nut in convincing the Hurriyat group.
Daneshwar Sharma may likely to succeed N.N. Vohra as the Governor of the state of Jammu and Kashmir as he is going to complete his second tenure as the Governor of the state.
Daneshwar is just 64 years old. Born on March 23, 1954 in Bihar . He is of 1979 IPS batch and retired as the Chief of the Intelligence Bureau. During his service career, he has handled separatism and insurgencies to domestic and regional politics. He has served in a wide variety of command and staff position in various Police Organizations, Paramilitary and Intelligence Agencies .
Also remained on senior posts - SSP Kollam District , IB Chief Kerala, Instructor at Sardar Vallabh Bhai Patel National Police Academy (SSP rank) , DIG , BSF, IGP CRPF as Incharge J&K state in dealing with the militant outfits aggressively. Pertinent to mention here that he too remained with the present National Security Advisor (NSA) Ajit Doval.
During his tour to this state, he met the Governor N.N Vohra and the Chief Minister of the state of Jammu and Kashmir Mehbooba Mufti at Jammu and Srinagar 3-4 times and had discussed the political and security situation in the state.
Since Daneshwar Sharma remained in the valley during his service carreer fo a pretty long time, he must have acquainted with the ins and outs about the valley factors. But at that time he was not supposed to have the interaction with different set ups of various establishments and the religious and social organizations operating across the state of Jammu and Kashmir at that time.. Now after his appointment as the Interlocutor of the GOI and with the passage of 4 months, he must have acquainted more knowledge about various happenings in the Kashmir valley in broader prospects.
He had the interactions with the numerous delegations of the people and the social and religious organizations who are considered as the stake holders in order to arrive at an amicable settlement of the Kashmir inside solution .
In the past 4-6 months , the situation in the valley was peaceful and calm as the valley did not experience any major untoward happening involving killings and severe damage to the government property. Now once again sudden Fidayeen attacks have surfaced in the valley and vitiated the calm atmosphere there.
Daneshwar is capable enough to grasp the things in the right earnest . This may be the intention of the GOI in appointing him as the Interlocutor so as to enable him to acclimatize with the valley scenario acquiring various inputs for his convenience to reach out at an amicable settlement of the Kashmir problem.
It is important to highlight that Governor N.N Vohra is a well talented ex- bureaucrat completing his second successful tenure in the state of Jammu and Kashmir. He is methodical and schematic in solving the issues put forth before him for consideration. When General Sinha left the State, Mr. Vohra took the reigns of the State as its Governor in 2008 and had run the State under his able and magnificent Rule up to 5th January 2009 when Omar Abdullah took over as the Chief Minister of a popular Government with the support of Indian National Congress. This is his second inning of his five years tenure beyond June 2013 as he had completed his first inning in 2013. His tenure of +9 years or so remained as the excellent one as he managed things at his command and control successfully and maintained well the very prestige of the RajBhawan . He brought no stigma on its Institution. He dictated the political government in the state of Jammu and Kashmir and never bow before the dictates of the of the government in the past as also in the present times . The state government headed by the Chief Minister never remained successful in giving the dictations to Vohra sahib.
Governor N.N. Vohra IAS Retd. (Panjab Cadre)- Prior to induction into IAS, he served as Lecturer in English in Panjab University (1957-1959). Served as an IAS officer (1959-1994). He served in Panjab Government on various important posts. After Blue Star Operations, he as a Member, National Security Advisory Board(1998-2001) Very difficult role he played as Government of India Special Representative for carrying out the J&K Dialogue (2003-2008).Also remained as Consultant WHO- Geneva(1982-1984Served as Governor J&K(2008-2013)- 1st. Term Serving as Governor J&K (2013-) - 2nd - Term. Also he has been awarded with PADAM BHUSHAN and LLD awarded by Punjab University.
He dicharged the role of the Home Secretary of Punjab Government . He too remained as the Union Home Secretary. Not only this, he was instrumental in bringing peace in the militant affected state of Punjab. It was during his tenure as the Home Secretary of Punjab, after the Punjab turmoil, assembly elections were held there and brought out a popular government over there. It is worth mentionable that in the past, Vohra returned the various bills and many a proposals seeking his nod with the sound reasoning. It was not the cake walk for the State Government of Jammu and Kashmir for taking his nod so easily in any matter put before him for consideration. instances are:- Appointment of PSC members, CIC members, SVC members and its Chairman etc.etc.
Vohra did not spare the State Government and its head telling them that the government is not functioning properly and lacks transparency and effective governance. This, he blasted at Jammu while addressing the gathering at a function held in connection with the second death anniversary of late Chief Minister Mufti Mohammed Sayeed. He advised the CM Mehbooba Mufti for taking the necessary steps on this score and improve upon her government in order to give the dividends to the people of the state.
Needless to mention that prior to becoming the Governor of the state of Jammu and Kashmir, he was playing the very difficult role as Government of India Special Representative - Interlocutor for carrying out the talks with the stake holders in Kashmir. Since Daneshwar Sharma is the similarly situated functionary of the Government of India (GOI) having the rich experience at his back, he is likely to succeed Vohra as the Governor of J&K.
Politicians of the country are very smart and shrewd people who always see and watch their interests and benefits than others. They put the governments to tasks and trouble for their sake and betterment as the opportunist. They always exploit others to achieve their goals at the cost of the nation . therefore, the question appointing a politician on the prestige post of the Governor of Jammu and Kashmir, which is already facing the turmoil and hardships due to ongoing militancy since 1989 does not arise at all. As is the prevailing practice, the Central Government is under an obligation to appoint some ex- functionary of the Indian Government or any Retd. Military General of repute on this prestigious post. In the given situation, Daneshwar Sharma deserves for the statutory post. He has rich experience in administration and commanding the Police and the other Paramilitary Organizations under his control effectively and judiciously. So, there appears bright chances for his appointment as the Governor of Jammu and Kashmir in place of the present incumbent N.N Vohra. At the same time he should restrict himself in certain matters of invitations and Dawat as the experience goes that the shrewd politicians of the land at the helm of affairs take the important person on the dignitary post into their confidence by inviting him over Gushtaba and Wazwan which is very famous in the valley and later they dictate whether there is the Governor Rule or the Popular Rule.
