Govt mulling to secrutinise KAS officers' property details | | | Early Times Report srinagar, Feb 17: In view that most of the Kashmir Administrative Services (KAS) officers are "hiding" the details of their assets, government is mulling to ask investigating agencies to check their property. In Jammu and Kashmir, the disclosure of property assets of state administrative officers was an effort to curb corruption and increase transparency in governance. In terms of sub-section (2) of section 9 of the Jammu and Kashmir Public Men and Public Servants Declaration of Assets and other Provisions Act, 1983, every public servant shall submit to the prescribed authority annual returns of the assets held by official and his/her family members. They are also required to indicate the reasons for increase, if any, in the assets and source as per Act. The Act and rules provide for imposing a penalty for non-submission of the property returns. However, most of them are not showing the exact value of their property. The KAS officers who submitted the annual property details in the past have raised questions over the authenticity of their property details divulged to the government. Several officers have mentioned that they don't know the value of their assets. "Property value not assessed," several officers have mentioned in the affidavits of property returns. "These officers are not revealing about the exact value of their property," a senior official said. The official said that government is mulling to ask investigating agencies to frame property details about these officers. "They are not telling voluntarily about their property details. Once an investigating agency submits its report only then government will come to know about the exact property value of these officers," the official said. "There may be people from various investigating agencies to check their property details to ensure there is no influence," the official said. A KAS officer having property at six places has mentioned that the value of property was not accessed. One of the officers, who owns, 13 kanals of land in Budgam has shown its value just Rs 5.5 lakh. A KAS officer, who has a house at Gandhinagar Jammu, has mentioned the value of only few lakh rupees. An officer has mentioned the value of Rs 2.25 lakh for his house at Kathua. A good chunk of KAS officers have also submitted that the cost of their immovable property was not estimated. Surprisingly, some of these officers also own property with kanals of land in the Srinagar and Jammu cities, have also shown property details less than Rs 30 lakhs. "See the value of property they have told the government. Government is instead mulling to ask investigating agencies about their property details," the official said. There are few bureaucrats who have mentioned the value of their assets over Rs 70 lakh. An official of the GAD said that the department has no role to check the authenticity of property details. "Whatever details are being provided, we put that on the website," the official said. |
