Punctuality, regularity sans Govt offices | | | Ishtiyaq Ahmad
Early Times Report Srinagar, Feb 27: All measures taken by the authorities to ensure punctuality and regularity ion government offices have failed as the people continue to complain of non-availability of officials in the offices. Pertinent to mention even the Chief Ministers office has pointed out that large number of the officers/officials are not observing punctuality in attending the office. On directions of the Chief Minister the government has warned all government servants that disciplinary action will be taken against "habitual late-comers" to office and has asked for officials at all levels to maintain regularity in their duties," sources said. "Principal Secretaries/ Secretaries have been asked to ensure punctuality in their departments and if an officer/official is a habitual late comer, then action may be taken against him/her as per rules," sources quoting government having said. The government had introduced Bio-metric Attendance System in offices to replace the manual system of marking of attendance to ensure punctuality is to be implemented. As per reports, School education department, Revenue, R&B, PHE, Government owned corporations, transport; health, Housing and Urban departments were among those departments where employees are found to be late. "It was also observed that employees come at 11 am and left for home prior 4 pm. In Government job, employees take it casually, if their department has nothing to do with public dealing," said an official on the condition of anonymity. However sources said that it has been observed that most of the employees in the civil secretariat are adhering to the office timings. Sources said that there are numbers of complaints also against doctors and staff in the hospitals for late coming in the office but the administration has completely failed to run the affairs of the hospitals. 'Usually, doctors arrive in the office after 10:30 or 11 AM which is in total contravention of the government order which requires the officials to arrive in the office by 10 AM. Continue violating the Jammu and Kashmir Government Employees (conduct) Rule 1971, Government Instructions (3) (ii) which states that every Government servant shall at all times maintain devotion to duty," sources maintained. Some officials told Early Times that due to unavailability of the officers, the important files are not getting approval timely due to which numbers of works of the respective departments have been stuck. They alleged some officials who are the close aide of the senior officials are enjoying special privilege and it has become a habit of the officials to reach to their respective offices late by 20-30 minutes to 1-2 hours. It is to mention here that the government on Tuesday suspended 31 employees for remaining absent from their duties.
