Govt to punish erring Health officials | Salaries released illegally | | Early Times Report
SRINAGAR, Mar 26: The government is mulling to take action against officials responsible for releasing of salaries illegally in the Health department. Sources said that government has received complaints that many officials were releasing salaries on illegal basis. "Officials have been directed to stop releasing of salaries illegally. But officials responsible may also face action. Government is mulling action against them," an official said. The official said that releasing of salaries illegally has caused a huge loss to the state exchequer. "Now the government is considering about action such employees and how to recovery the losses," the official said. Official sources said that there is a shortage of nearly 400 specialist doctors in rural areas of Kashmir, with 200 doctors refusing to take rural postings. These doctors have been deputed to Government Medical College, Srinagar, Jammu, and other hospitals in the twin capitals, against non-available posts. The government admitted that salaries of "attached/excessively" posted doctors/paramedical staff are being released by the officers on illegally. The government last year issued an order asking official to stop releasing of salaries illegally. "The heads of departments, concerned drawing and disbursing officers have been drawing the salaries of these attached/excessively posted doctors/paramedical staff after withdrawing posts from the field/peripheral institutions which they are not competent to do otherwise," the Health department issued an order last year. "It not only tantamount to financial irregularity but also a loss to the state exchequer, when such employees draw their salaries without practically doing any work," the order reads. The authorities of the Health department have directed the officers to stop the practice of releasing salaries to these employees. "Not to draw salary of such consultant, medical officers or paramedics of the health and medical education department by withdrawing/transferring a post/budget from other places/institutions and no salary should be paid to such attached/surplus consultants," the order said. The officers have been directed that they should ensure that the places where two or more persons have been posted against one sanctioned post, "the one who have a longer stay should be transferred out only if he/she has completed a minimum tenure of two years there". "All such doctors-paramedics hospitals staff except for those appointed under RBA/ALC categories and serving in such areas who have completed more than five years of tenure in a health institution, shall be shifted and action shall be taken under rules," the order reads. Sources said that the specialist doctors including cardiologists, gynaecologists, surgeons, physicians, and paediatricians are not available in most of the district hospitals in the state. |
