Waste management in fruit mandis | HC seeks response from Horticulture Deptt | | Early Times Report Srinagar, Apr 5: Jammu & Kashmir High Court has sought a response from Horticulture Department about the steps taken for waste management in fruit mandis across state. HC while hearing a PIL on solid waste management on Wednesday issued notices to several departments which included Horticulture department as well. HC has sought a report from the department by May 15. Sources say that organic waste generated at Parimpora Fruit Mandi in Srinagar and Narwal Mandi in Jammu instead of being treated by Srinagar Municipal Corporation (SMC) & Jammu Municipal Corporation (JMC) is being illegally dumped at various Landfill sites. Sources added that SMC charges Rs 2.50 lakhs monthly from the administration of Fruit Mandi for clearing their organic waste, but the rich organic material that could have been used to make organic fertilizer by the SMC at their composting unit at Achan is dumped without segregating, violating Solid Waste Rules 2016. As reported already Srinagar Municipal Corporation has a compost officer posted in SMC from last several years , but due to official apathy the compost officer is least bothered to undertake composting of the organic waste generated in the city especially from Parimpora Fruit Mandi. The collection, transportation and disposal of the waste from the vegetable markets in Srinagar and other mandis is a huge problem. Improper waste management in Srinagar , Jammu and other towns may lead serious health hazards . The garbage starts rotting and emits very bad smell and thus creates very unhygienic conditions. More-so during collection and transportation process this organic waste gets mixed with Non-biodegradable waste, creating problems during its treatment. The largest and the only official landfill site in Srinagar ( Achan) is not at all designed as per the Municipal Solid Waste Rules (MSW rules 2000 and 2016) . "If Horticulture Department processes the waste at source , not only will the department generate revenue but no more land will be converted or used as garbage dump sites . In addition to it the pungent smell that emits from landfills will also be controlled" said Fayaz Ahmad a shopkeeper at Parimpora fruit mandi. Sources say that Govt of India provides Rs 2 crore to each fruit mandi for establishing waste processing unit , but the money has not come to J&K as not a single DPR was prepared by the Govt in this regard. |
