Massive irregularities alleged in RDD Marwah, Dachhan, Warwan

jammu, Apr 14: The people of Marwah, Warwan and Dachhan block of Kishtwar have levelled serious allegations of corruption against the in-charge Block Development Officer.
The BDO was also in-charge of all the blocks of Marwah sub-division before he was removed by the Director Rural Development and Panchayat Raj from Additional Charge.
As per a copy of the complaint available with Early Times", the complainant has alleged that Riyaz Ahmed Lone, presently posted as BDO Marwah, Warwan and Dachhan blocks of Kishtwar since last two years, is indulging in corrupt practices.
It has been alleged that no government scheme was physically implemented in its letter and spirit in these blocks. There has been misappropriation of funds released under MGNREGA scheme, large scale embezzlement in funds under CDF of MLAs/MLCs, CD Panchayat, MPLAD, 13th FC, 14th FC, Capex Budget, SBM and other funds.
The people also allege that the blocks and its working is being managed by the BDO's relatives. They sought a probe against the family members of the said BDO who also happened to be an employee of the RDD and posted in Marwah Block itself.
"In order to give benefits to his relatives, friends and business partners and for his self gains, he (BDO) purchased construction material like cement, steel, tiles, etc from them and for transportation of same, the contractors of blue eyed persons and relatives were engaged," people allege.
They allege that the BDO's daughter is working as a VLW at block Marwah has been given so many Panchayats while his another daughter was appointed as Adms Assistant while his son was appointed as Technical Assistant, while two of his relatives were also appointed as Technical Assistant, but all are working as Junior Engineers in Marwah Block in violation of the guidelines. His another son is dealing with all the works related to banks and other financial transaction.
The said BDO along with his sons, daughters and relatives, most of whom were appointed on fake certificates and degrees indulge in corrupt practices. "Until and unless these persons are not dealt with iron hands, the dream of corruption free India could never be materialized," the people said.
The people called upon the government to initiate a departmental inquiry against the BDO and his family and also called upon the RDD minister, Vigilance and Crime Branch to look into the matter so that justice could be done with the job card holders of this remote and backward area.
Following the complaint, Director RDD removed the BDO from additional charge of Marwah block and assigned the same to BDO Padder.
Among the signatories are Abdul Wahid Malik, Ghulam Mohammad Lone, Ghulam Qadir Malik, Nazir Ahmed Malik, Sajjad Ahmed Lone, Ghulam Ahmed Akhoon, Mohammad Yousaf Lone, Manzoor Ahmed Butt, Abdul Majid Sheikh, Farooq Ahmed Butt, Imtiyaz Ahmed Rather, Ghulam Nabi Sheikh, Shabir Ahmed and others.
It is pertinent to mention that in a glaring example of open loot and corruption in Rural Development and Panchayat Raj Department, the officials in Kishtwar's remote Warwan block withdrew an amount of Rs. 499490.8 on account of material cost on the name of a job card holder Ghulam Hassan Rather who came to know about the release of such huge money on his name only few months ago.
In another surprising move, an amount of 6.40 lacs were spent on purchase of 12000 pants, planted during the period 20-3-2016 and may 2016, the season which is not ripe for the plantation, particularly the month of March and April.
"12000 plants for single Panchayat is too much-it means whole Panchayat Afti should be full of trees - in fact should be declared as horticulture village-which is not," said the people who added that no work among the 22 works shown executed in papers existed on ground.
Against voucher No. 553 Dated 18-2-2017, 8000 plants were shown purchased at the cost of Rs. 2,40 lacs from Bhat Nursery Qaimoh under plantation in land of job card holders in Panchayat Afti under convergence with Horticulture Department.
Similarly 4000 plants were shown purchased from Abdul Gani, son of Wahab Wani for which an amount of Rs. 4 lacs were released vide Voucher No. 544 dated 1-04-2016. Surprisingly during the said period all the roads leading to the village remain closed due to heavy snowfall at Margan top connecting Warwan block with rest of the state via Anantnag, the only road link to the area.
