Compensation enhanced in Baramulla; other districts demand similar valuation | Ring Road land acquisition | | Early Times Report
Srinagar, Apr 17: Farmers affected by land acquisition for proposed Ring Road land acquisition in Jammu and Kashmir regions have urged upon the government to enhance the valuation of their land in the same way as has been done in Singhpora tehsil of Baramulla. Sources say that valuation of land which has been acquired by National Highway Authority of India (NHAI) has been enhanced 4 to 5 times in some villages of Singhpora area. The affected farmers have even been paid 80% of the compensation money. Documents available with Early Times reveal that several villages of Singhpora like Mirgund Khas and its adjoining areas have been adequately compensation by the NHAI after the Collector Land Acquisition for Ring Road enhanced the stamp rate making it at par with the actual market value plus 15 % solatuim. In Mirgund Khas the valuation of horticulture land was 7 lakhs per kanal and the same has been enhanced to Rs 35 lakhs to 45 lakhs per kanal. Similarly the land located North of Nambal has been enhanced from Rs 5.50 lakhs to 30 to 40 lakhs/kanal. Farmers of R S Pura, Kathua, Marh, Budgam, Srinagar, Pulwama have also urged upon the government to enhance their stamp rates as per the valuation made in Singhpora area. "If land valuation can be enhanced in Baramulla why not in Kathua, R S Pura, Samba, Budgam, Pulwama, and Srinagar districts? There are several areas in these districts where valuation of land is meagre. Government must take a lesson from Baramulla and compensate farmers fairly," said G A Paul, president Semi Ring Road Land Owners Welfare Committee. S C Dubey, who represents land owners committee Jammu, while talking to Early Times also urged upon the government to do justice with farmers of Jammu region who are affected by Ring Road. "We demand that valuation of our land in Kathua, Samba, Jammu districts should be done in the same way as has been done in Baramulla," he added Pertinently, Jammu & Kashmir High Court in an interesting interim direction recently directed government to pay compensation to affected farmers as per the October 4, 2017 communication between NHAI and government through Deputy Commissioner Budgam. The NHAI had told DC Budgam on October 4, 2017 that they are ready to pay compensation as per the Central Land Acquisition Act of 2013, that is, four times than market value of land. The petitioners had prayed before the High Court that if NHAI is ready to pay fair compensation to the affected farmers why isn't the government going ahead? After being given lukewarm response by the government and NHAI, farmers affected by land acquisition for Semi Ring Road in Kashmir valley had filed a petition before the High Court. Farmers have prayed that affected families be compensated four times the market value of land. |
