JAMMU, May 4: The 5-member Group of Intellectuals and Academicians (GIA) today submitted its 22-page Fact-Finding Report to MoS in PMO Jitendra Singh. Headed by a leading Supreme Court lawyer, Monika Arora, it has nailed the lies and half-truths of the Crime branch as enshrined in its charge-sheet.
The report has asked many questions and raised doubts about the very composition of the Crime Branch and the manner in which it conducted investigation in the alleged Kathua rape and murder case.
It has asked 6 specific questions: (1) Why did the Jammu & Kashmir Government constitute three investigative teams in 10 days? (1) Why are there two post mortem reports? "There is always one post mortem report. But there are two and the second report contains many things which the first report didn't contain," said the GIA. Why were police officers imported from Kashmir to conduct investigation in Kathua? Why were there two "tainted" police officers on the Crime Branch team? Why did the Crime Branch team include the name of Vishal Jangotra in the charge-sheet when he was not at Kathua between January 12 and January 15, and when he was at Meerut, UP? How could the accused Sanji Ram, father of Vishal, and others throw the dead body of the poor Bakerwal girl near their own house?
The report of the GIA has, in fact, punctured the balloon of those who victimized and demonized the people of Rasana, Hiranagar, Kootah, nay the people of Kathua, who from the day one were demanding CBI probe to unearth the truth. The report has claimed that the charge sheet filed by the Jammu and Kashmir Police in the case had "discrepancies" and the "investigation was botched-up".
It is the conclusion of the fact-finding team which could be construed as a blistering attack on the Jammu & Kashmir Government and the Crime Branch. The conclusion reads: "There is a strong case for handing over the Kathua case to the CBI. This will not only assuage the insecurities of the people of Jammu but also rectify the blatant inconsistencies in the case as documented in the report. The Government of Jammu & Kashmir needs to hear the voices of Jammu and not take steps that increase alienation of the population of Jammu".
The fact of the matter is that this is the second report that has questioned the state government and the Crime Branch. The first was the one submitted by the Bar Council of India team to the Supreme Court last month.
