Multi crore scam in PDD Part-III | 'Tainted' Babu was attached in January, instated on sufarish to benefit Pvt firm | | Early Times Report Jammu, May 7: The allegedly tainted babu accused of a multi-crore scam in the Chief Engineer Project Wing Kashmir, was attached in January following similar complaints of "favouritism" but only to be reinstated at same place of posting. Sources said the accused official had been attached over a tendering process, whereby a private firm was being unduly benefitted for execution of project worth crores of rupees. However, within days of his attachment, the official was reinstated. Sources said some ministers from the ruling Peoples Democratic Party, who are close the "tainted" official for having taken care of their "interests" had lobbied in the corridors of power to get him reinstated. Sources said the ministers had told their Cabinet colleague that if the engineer was not reinstated at the same place of posting, they wouldn't refrain from resigning from the council of ministers. Sources said the babu was brought back to the same place of posting only to favour a non-local firm through illegal release of money in their favor. Under the centrally-funded R-APDRP scheme, to install transmission lines in the towns of Kashmir province, the firm was scheduled to complete work worth over Rs 500 crores two years ago. But despite extension of deadline and imposition of penalty of around Rs 40 crores, the firm has failed to execute more than "five percent" of work on the ground, while no fine has been paid as yet. Despite its poor performance, the babu "unlawfully" released Rs 32 crores in favour of the firm without taking requisite nod from the government. He had released Rs 17 crores in favour of the firm, merely a month before his attachment in January. Sources said while a section of the officials in the Power Development Department have told the Chief Secretary BB Vyas that the case be handed over to the Vigilance Organization of Kashmir, some ministers from PDP are hindering any action against the accused official. "The case needs to be handed over to the Vigilance but we have orders to refrain from any such action as he(accused official) is scheduled to retire this month," said a senior official. Despite repeated attempts the official against whom allegations have been made couldn't be contacted for comments. |
