Kulgam sex scandal's prime accused 'Chotu' arrested

anantnag, May 30: Kashmir police has arrested the main accused in the Kulgam sex scandal. Girdhari Lal @Chotu, son of Somi Raj, a resident of Karnai-Ludna in Doda was arrested by a team of Kulgam police on Sunday from Doda, a police official told Early Times.
He said that accused is currently under police custody and the victim girl during Test Identification Parade (TIP) conducted by the Kulgam police has identified him.
The accused, according to victim's statement, was working in a Jammu hotel where she and other girls were being sexpolited. The victim had alleged that Girdhari Lal also raped her in the hotel.
"The TIP of the accused was conducted and the victim has identified him," the official said, adding that the accused is being questioned for further investigation.
Evidence by way of identification parades is taken under Section 9 of the Indian Evidence Act, 1872. The purpose of identification parade is to test the veracity/trustworthiness of the evidence of the witness.
The accused, the police official said, was presented before the court on Monday and was remanded to police custody up to June 7.
The girl in her statement recorded under section 164A of CrPC has said that Girdhari Lal is the person who knows others involved in the case. Therefore after his arrest it seems Kulgam Police will manage to arrest all those including a 'police officer' involved in Kulgam sex scandal.
Kulgam police already submitted a charge-sheet into the case last month. However many accused involved in the case are evading arrest and it will submit a supplementary charge-sheet into the case as well.
The sex scandal surfaced in the month of February after a teenager girl- rescued by Kulgam police from the Banihal area of Jammu alleged that she was raped and forced into prostitution.
The girl from Kulgam in South Kashmir alleged that she was sexually exploited by some influential people and that there exists a big sex racket that has connections within and outside of the Valley.
Her revelations in a video clip went viral on social media. The girl had said that she was lured into the racket by some locals and later handed over to the pimps who were operating with the help of top men in politics and police.
She said that the sex ring was operating under the patronage of politicians and bureaucrats. The girl claimed that pimp of the racket, currently in custody, was in touch with a lawmaker of ruling People's Democratic Party.
Kulgam Police registered an FIR No 27/2018, U/S 363,120B, RPC at police station Kulgam and a Special investigation team (SIT) is investigating the case.
