Provide jobs to educated youth to end militancy | | | Well there is no bad intention on the part of the central Government if the Union Home Minister, Rajnath Singh, and National Security Advisor, Ajit Doval, visit Kashmir for the sake of reviewing the security situation. In fact neither Rajnath Singh nor Doval need to visit the valley for reviewing the security scenario because as Union Home Minister and NSA advisor they get the regular feed back from the authorities in Srinagar. Hence it is a formality that the Union Home Minister and the NSA Advisor visit Srinagar. Their visit is associated with something the Government is trying to upgrade the security grid within the valley and on the LoC besides on the IB to check infiltration and retaliate if Pak forces resort to any ceasefire violations. Rajnath Singh and Doval paid a visit to Srinagar the other day to review the security situation and improve the security grid meant to secure lives of Amarnath pilgrims Ajit Doval arrived on a two-day visit to the State to review security situation and Amarnath yatra arrangements. Singh visited Rajbhavan and held detailed discussion with Governor NN Vohra. They held discussions on various important issues relating to security management, implementation of development programmes and positive engagement of the youth in the State. Governor also briefed Home Minister about the ongoing Amarnath Yatra. Singh during the meeting was given detailed feedback on overall governance related matters and ongoing yatra by Governor, his advisors BB Vyas, K Vijay Kumar and Khurshid Ahmad Ganai and Chief Secretary BVR Subrahmanyam. The meeting assumes significance as it was the first interaction between Governor and Home Minister after imposition of Governor's rule on June 20 after fall of PDP-BJP government. Ajit Doval held a meeting with top officers of security grid in Kashmir on overall security situation. Doval, has sought feedback from top officers on anti-militancy operations, number of active militants and militant recruitment. In fact Governor, Vohra, has already suggested to the centre to engage the youth in positive activities so that they were not misled by militants. This means that the Central Government has to find ways and means for providing jobs to the educated youth so that they failed to join militant groups. And hitherto it has been seen that scores of educated youth have taken in hand guns and grenades to join militant fighting the security forces. Once these educated youth were provided gainful employment they would not be lured to militancy by promising them cash relief. Reports do indicate that those who attack security convoys, police posts with grenades are given Rs. 1500 per attack which is quite a hefty sum for those driven by poverty to attack security convoys. In this case the Union Home Ministry has drawn a plan to add to the police force new additional battalions which may also provide jobs to the local youth. The centre may prepare another plan of securing five to 10 per cent reservation for boys and girls in the Armed forces, in the Railways and in the central public sector undertakings. Once it is done it may resolve the problem of unemployment. Gradually, depending on the security scenario, the Government should promote growth in the industrial sector which may also provide jobs to the educated youth. |
