G S Asgotra Early Times Report Jammu, July 12: The Directorate of Agriculture Jammu has virtually thrown the order of Governor's secretariat to detach all attached officials, by refusing to detach over 50 officials enjoying attachments as their choice posts. To save the interests of these blue-eyed attached employees, the Agriculture department devised a unique modus operandi by terming the attached officials as backbone of department, if detached, the department would cease to function. The Directorate of Agriculture Jammu has issued two orders with vide numbers Agri/DAJ/Estt-40/2018/2960-77 and Agri/DAJ/Estt-40/2018//3016 dated 06/07/2018 and 07/07/2018 respectively wherein the department has retained 52 officers/officials at respective offices. The department maintains that here is no manpower for working of the different sections of department and the officials who were technically trained for specific jobs have been deployed in different offices of the department from time to time. The situation has arisen due to paucity technical trained staff in the new division forms ex pended where the post are not sanctioned". "Therefore the detachment of above mentioned officials will hamper in implementation of the scheme and in this connection it is requested that the above said officers/ officials may be retained at the respective offices. ", the order reads. These officers are Surinder Pal, Dr. Rakesh Khajuria, Dolly John, Tarminder Singh, Om Singh, Vivek Mahajan, Shiv Kumar, Mohan Singh, Satish Bhat, Akshya Khanna, Amit Gupta, Amit Sharma, Mohan Singh, Sunita Rani, Deepak Singh, Dr. Alka Deol, Veena Sabarwal, Bhumika Bandral, Paramjit Singh, Satinder Singh, Satpal Dogra, Vinay Kumar, Surjeet Kumar, Asiya. An official in the department said that all the attachment are in Directorate of Agriculture office Jammu or at district offices, were mostly from the far flung district including Doda, Poonch, Kisthwar, Rajouri and Udhampur where already facing manpower crunch. "the hilly districts where one Village Extension Agriculture offices (VEAO) is handling four to five panchayats whereas the districts Jammu, Kathua and Samba from where maximum employees have been come, weren't attached in said offices", he said while wishing anonymity. In second order issued by DAJ in 07/07/2018 in which 27 officals/ officers were retained in respective offices due to paucity of manpower, not a single come from Jammu, all of them belongs to Kalakote, Rajouri, Udhampur, Akhnoor, Kisthwar, and Doda district. These 27 officials are Rajeev Kumar, Ambika Rani, Harvinder Pal Singh, Sumir Bhat, Rahul Gandotra, Vishal Sharma, Vivek Gupta, Avinash Anand, Surinder Kumar Sharma, Rajeshwar Kumar Sharma, Karanjeet Singh, Pardeep, Kanchan Pathania, Juli Raina, Pankaj Sharma, Tanik Sharma, Deepak Kumar Sharma, Ravi Kumar Abrol, Dheeraj Baigra, Parkash Vir Singh, Varinder Kumar, Jasmeet Singh, Mukesh Kumar. An official said that everyone was aware that these officials have political proximity with power corridors so they have been enjoying their postings at their favourite places. The official said that the order issued by Governor to cancel all attachment was a welcoming step but corrupt officials leave no stone unturned to hoodwink the Governor's secretariat with active connivance of higher officials of the department as all are part of a chain. |
