Peoples' empowerment is nation's pride | | | Empowerment of people in Jammu and Kashmir. This is what Governor, Vohra plans to achieve. In a bid to provide more powers to the people the Panchayat Raj Act has been further amended not only to allow the polls to the Panchayats or the ULB be held somewhere after December but to enable the Panchayat committees to form village level committees for preparing various development plans. Once the participation of the people was made mandatory things would take a positive direction and there may not be any cry over discrimination of one villages to another. What was supposed to be done by the elected state Government has been done by none other than Governor Vohra. Under the amendment it was ensured that devolution of more powers to the people, the Jammu and Kashmir government has amended the Panchayati Raj Act to provide for consultation with the "halqa majlis" (village-level committee) before preparing a development plan for a panchayat. The State Administrative Council (SAC), which met the other day under the chairmanship of Jammu and Kashmir Governor N N Vohra, approved amendments to the Panchayati Raj Act, 1989 to provide for consultation with the "halqa majlis" before preparing a development plan for a panchayat. The decision was a step towards devolution of more powers to the people, who will be empowered to decide about their development requirements or area-specific activities. Also, in order to provide continuity to the development of panchayats and in the absence of halqa panchayats, the amendment empowered the block development officer (BDO) concerned to collect fees or taxes already imposed by a halqa panchayat. To facilitate the process of early panchayat polls in the state, the SAC approved an amendment proposed by the department of rural development and panchayati raj to exclude the "sarpanch" (village head) from the minimum and maximum number of "panch" in a panchayat, so that no fresh exercise of delimitation of panchayats was required to be undertaken. It is a revolutionary steps under which people could be the judge of the development plans. In fact the development schemes are village oriented and if the villages taste development it means the city too can take the credit of the over all development schemes. Hitherto, people were not consulted or sought their cooperation or assistance in framing the requirements of their villages because what is needed in village A is not needed in village B. This way people of the area need to be told to take part in the development programmes and their finalization. In fact India's entire economy is rural based and the nation's over all development will be assured once the villages get developed. |
