Guv sets e-governance as top | Some light at the end of dark tunnel | | Early Times Report JAMMU, Aug 6: In order to crack whip against the insurmountable corrupt practices in the state, the Governor's administration has set e-governance as a top priority for it, top government sources have told Early Times. It was revealed that Governor NN Vohra has issued strict guidelines to the people at the helm to work rigorously so that the idea of e-governance could be translated into reality that too without delay. "It is going to be like shooting of two birds with a single stone. Besides relieving the state dispensation of the extra burden of working, the e-governance system will also put a lid over the mounting corrupt practices in the state, thus freeing a common man from greasing the palms of the officials for petty works," says an official privy to the development. It was informed that the government has constituted a committee that is going to submit a report about how e-governance can be put into motion in the government offices and official works are done sans the much paper works. As per sources, the government was already made aware by the Vigilance Commission that e-governance needs to be introduced to ensure transparency and better services to the public by disseminating the information through an efficient, speedy and transparent process to the public and other agencies. It was stated further that the e-governance could be introduced by computerization of records in all the public dealing departments and introduction of e-procurement in all public procurements and contracts. The government was also informed that it could enhance awareness about e-governance and minimise public interface. There were also suggestions that there must be introduction of Single Window clearance system for providing public services like NOCs, Licenses, category Certificates, Permissions etc. "Discouraging existence of undesired contactmen and touts in various service providing departments having public interface. Shifting to cashless transaction mode by resorting to electronic transfers and payments through bank accounts are the steps that are needed to be taken," reads a report submitted to the government by the anti-graft body last year. However, despite years of delay, the proposal for the single window system is illusive for the state of Jammu and Kashmir which is among the top Indian states wherein graft cases are spiking with successive regimes least concerned about such a worrisome trend. "Steps that could ensure the corruption free era aren't taken at all by the government. It is unfortunate that to control corruption, only cosmetic measures are witnessed that aren't making any difference on the ground while corrupt officials continue to roam freely sans any remorse," says an official, adding that the state governor too in the past has asked the government to ensure e-governance is introduced in the state. However, the dilatory mode of functioning within the state is acting as a major spoilsport in the entire process. |
