No standing rules to regularize contractual ReT teachers appointed under SSA: Samagra Shiksha | | | Jehangir Rashid
Early Times Report SRINAGAR, Aug 10: In a major setback for the contractual Rehbar-e-Taleem (ReT) teachers appointed under Sarva Shikhsa Abhiyan (SSA) the Directorate of Samagra Shikhsa has said that there are no standing rules to regularize services of these teachers anywhere in the country including Jammu & Kashmir. In a letter addressed by Nodal Officer, Government Grievance cell, Samagra Shiksha, Jammu & Kashmir to Director Planning, School Education Department it has been written that there is a huge deficit with regards to salary of SSA teachers in the state and the deficit has to be reduced by the Jammu & Kashmir government. "There are no provision/rules as per standing guidelines of Ministry of HRD to regularize the contractual teachers (ReTs) under SSA. However, as per the policy of state ReTs have been regularized under Rehbar-e-Taleem scheme of school education department, but such regularization has been made without having against substantive posts and the budget of regularized ReTs is being loaded to SSA which has resulted in short fall of funds," reads the correspondence. The correspondence further reads, "Secondly regularization has been made with retrospective effect without seeking financial concurrence from the competent authority and the amount under the wages account is also being loaded to SSA." Referring to the salary component of SSA teachers the correspondence says that total salary agreed in PAB 2018-19 amounts to Rs. 977.23 crores, whereas the teacher salary requirement under SSA as per B-4 amounts to Rs. 2254.45 crores. The net deficit as per 7th Pay Commission for teachers under SSA is Rs. 1378.19 crores and the same has to be managed by the state. The correspondence while referring to regularization says that the regularization of SSA teachers pertains to administrative department. It said that the primary teachers are paid up to Rs. 15,000 per month with the upper primary teachers being paid up to Rs. 20,000. Under the scheme the secondary teachers are paid Rs. 25,000 per month with the same amount being paid to the head teachers. It would be in place to mention here that the Union Budget, 2018-19, has proposed to treat school education holistically without segmentation from pre-nursery to Class 12. Samagra Shiksha-an overarching programme for the school education sector extending from pre-school to class 12 has been, therefore, prepared with the broader goal of improving school effectiveness measured in terms of equal opportunities for schooling and equitable learning outcomes. It subsumes the three schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE). This sector-wide development programme/scheme would also help harmonize the implementation mechanisms and transaction costs at all levels. |
