PHE Deptt incurs Rs 7 Cr on 8 works not admissible under SPA | | | Early Times Report Jammu, Oct 2: Public Health Engineering Department has allegedly incurred Rs 7 crore on eight works which were not included in damaged reports post flood in Jammu region in total violation of Special Plan Assistance released by Government of India. Sources told Early Times that eight works which were not mentioned in the damage reports post flood in 2014 prepared by the Divisions including PHE City-I Division Jammu, PHE City -II Division Jammu and PHE Rural Jammu were sanctioned for Jammu district under Special Plan Assistance (SPA) at an estimated cost of Rs 11 crore. "Simultaneously, the works were carried out and the expenditure of Rs 7 crore was incurred on these works, of which six works were completed in 2016," they informed. They further said that it was observed that PHE City-I Division Jammu spent Rs 14 lakhs received under SPA on repair works not related to permanent restoration works approved under Special Plan Assistance (SPA), temporary restoration works, on works executed before floods and construction of compound wall of some quarters. They further said that the fund under SPA is released to states and union territories subject to certain conditions, including that of submission of utilisation certificates and it has also to be ensured by the concerned departments that only such projects/schemes has to be taken up for restoration as are costing Rs 10 lakh and above, execution of work shall be carried out after completing all codal procedures, all the works shall be executed within the proposed amount and there shall be no cost escalation; and only such schemes/projects will be taken up as have not been funded under the SDRF/State Plan/CSS flexi fund or any other source. |
