No winter secretariat in Srinagar

SRINAGAR, Oct 21: With Civil Secretariat closing in Srinagar on October 26, the Governor administration has decided not to set up winter secretariat in the summer capital, however, the advisors would be available on rotational basis.
As part of bi-annual Darbar move, the Civil Secretariat, seat of Jammu and Kashmir government, along with other offices will close in Srinagar on October 26 and reopen in Jammu in first week of November.
However, the Governor administration has decided not to set up winter secretariat in Srinagar during the winter months. "The advisors to governor would be available on rotational basis, listening to the grievances of people," a source in General Administration Department said.
The source said that Governor Satyapal Malik has instead directed concerned officials to be available in Srinagar. "The officials have been directed to ensure they don't move out of Kashmir and ensure people don't face any inconveniences," the source said. The source said that setting up of winter secretariat was not serving the desired results instead the Governor is more focusing on punctuality of officials and addresses the grievances of people.
The practice of setting up of winter secretariat started in 1990's at the civil secretariat Srinagar where the ministers would remain available for the redressal of public grievances on rotation basis.
The source said that district development commissioners and heads of departments have been directed to seek proper permission before proceeding to Jammu to attend any function or 'meeting.
These officers have been told to attend meetings being held in Jammu through video conferencing instead going to winter capital.
The DCs and HoDs have been asked to submit timely reports together with other important issues to the office of Divisional Commissioner, Kashmir on weekly basis.
Started as an 'emergency measure' during Governor's rule in nineties, the winter secretariat had become a subsidiary platform for the people to approach ministers for redressal of their grievances.
Before 2015, the government would set-up winter secretariat in Kashmir for the period the secretariat and other move offices functioned from Jammu. An officer of special secretary or additional secretary rank, two deputy or under-secretaries and other subordinate staff would be posted in the winter secretariat while at least one minister was kept available on rotational basis to review the availability of essential commodities.
In 1987, former Prime Minister Rajiv Gandhi had underlined that the government is "most needed" in Kashmir during harsh winters.
