Deputationists run understaffed vital department

Jammu, Oct 21: Instead of recruiting more Motor Vehicle Inspectors (MVIs), the motor vehicle department (MVD) is functioning with less than the sanctioned strength of the post, considered as backbone of the department. However, some of the deputationists from department are 'pulling' the cart to run the affairs of the MVD.
According to sources, more than a dozen posts of MVIs are vacant despite the services of some deputationists from the other departments. "There are 57 sanctioned posts of MVIs in the department, but the department presently has 43 MVIs including 14 deputationists from the other departments including MED and JKSRTC", sources in department divulged and added that MVIs are holding the charge of Assistant Regional Transport Officers. "Presently, four MVIs out of 43 are working as in charge ARTOs and still drawing salary against the MVI", they said.
They said that the Transport Commissioner in January this had apprised government about shortage of the staff in the department, especially about MVIs, but despite lapse of nine months, the department is still suffering from shortage of man power. "Near about 14 MVIs may provided immediately by deputation to run the department smoothly till the posts are filled by the SSB", the Transport Commissioner wrote Commissioner Secretary on 12th January, 2018.
They said that the Finance Department in March 2018 pursuing Cabinet Decision has issued order for creation of 21 posts of MVIs. "Sanctioned is accorded to the creation of the posts in the J&K MVD under respective allotted Major head with corresponding reduction of the posts in the Commercial Taxes Department under major head 2045", govt order number 146-FD of 2018, dated 27/03/2018 read.
As per cabinet decision 12 posts of MVIs and nine posts of motor vehicle traffic assistant were to be created. "For the purpose, government has reduced 12 posts of inspectors while nine posts of the Guards in Commercial Taxes Department", they added.
