Despite found guilty, CCF constitutes inquiry team of his choice | CCF comes forward to shield 'corrupt' Range Officer | | Early Times Report JAMMU, Oct 21: In a startling development, a Chief Conservator of Forests bypassed the inquiry conducted by his superior in which an in-charge Range Officer was found guilty of corruption and initiated an inquiry on his own with sole motive to shield his blue eyed officer. According to sources in Forest Department, Chief Conservator Forest has allegedly passed an order on 16-10-2018 of re-enquiry against his official competency in the matter, which has already been decided after approval of PCCF and constituted a committee of four members headed by Conservator Forest West out of which two has independently acknowledged (including head of team), the offence by in-charge Range Officer. Besides, the matter has already been enquired at four official levels. Sources said that a complaint has been received on 6-10-2018 regarding damage in city forest, a team of four forest officials headed by Block Officer was constituted to enquire the matter. "Team headed by Block Officer has submitted report on 9-10-2018 and has found illegal damage to 10 poles on spot in city forest and also noticed damage of three main branches of 3 trees for poles purpose in Forest Complex by in-charge Range Officer, some of which has been traced at his under construction building at Sanai Surankote," said sources. Source further said that during enquiry, team has found that in-charge Range officer has illegally taken away confiscated material by Authorized Officer (CGI Sheets 15 No's) along with electric cable laid down for purpose of lightening of outer space in forest complex. Team headed by BO took photograph of under construction building of in-charge Range Officer showing PHE Pipes lying at site. On very same day, police party Surankote has seized 22 PHE Pipes from Sanai village and lodged an FIR. Meanwhile, in pretext to involvement of in-charge Range Officer, on 09-10-2018, DFO Poonch has requested Deputy Director (DD) FPF Poonch for spot inspection/cross verification of report submitted by Block Officer (BO). "Whereas the Deputy Director FPF Poonch had submitted report on 10-10-2018 wherein team after cross checking the damage already detected by previous enquiry team found correct and same species of Ballies used in shuttering, after inspection of under construction building of I/C Range Officer", said sources adding that further, report stated that the in-charge Range Officer was involved in illegally taken away confiscated CGI Sheets and electric cable wire. DFO has forwarded detailed report with his conclusion to Conservator Forest (CF) West Circle Rajouri on 11-10-2018 on basis of two official level submitted enquiry reports (BO & DD FPF). CF West Rajouri has personally verified the facts on 13-10-2018, during his visit at Poonch and hence accordingly passed the Forest order No. 19 of 2018 with the approval of PCCF wherein attached in-charge Range Officer Haveli to Mahore Division for his involvement in illegal damage in City Forest and Forest Complex and besides, illegally stolen and transportation of CGI Sheets, Electric wire PHE Pipes. It is pertinent to mention here that the in-charge Range Officer is habitual offender and for his involvement in forest damage on many occasions, he has been punished by recoveries and suspension/attachment. |
