Ramnagar (Udhampur), Oct 31: Prime Minister Gram Sadak Yojana (PMGSY) has virtually become a money-minting scheme for officials, at least in Udhampur district.
For example, several crore rupees were sanctioned under the scheme for road work from Langa to Marta (Rashole) in Ramnagar tehsil of Udhampur. The brazen misuse of funds is visible here as in the name of black topping of 6 kilometer road only a thin layer of coal tar was laid and the work is under process. The cost of package is 213.47 lakh.
Many residents of Marta village who spoke to Early Times alleged that substandard material was being used in road construction. They said the laid down norms for road construction were being flouted with impunity for blacktopping of the road from Langa to Marta (Rashole).
The residents said that there are particular norms fixed for the black topping of roads under the PMGSY scheme but who cares? "The department concerned is not adhering to the norms and hence there is brazen misuse of the funds sanctioned for the construction of the village roads as the offiicals know there is no check on the quality."
Bishan Dass, the former Sarpanch of Marta, and Hem Raj, another resident of Marta, while talking to Early times alleged that the blacktopping of road is just an eye wash as the black topped material can be removed by hands because substandard material has been used. "The road will not survive first rainfall," said the residents.
They also alleged that they gave their agricultural land to the PMGSY department with an hope that they will also get good and better road connectivity. But it seems that the department just done the formality to construct the road, they said. "We didn't even get compensation for the road which was acquired by the department," they added.
The residents demanded that the road should be blacktopped again and a high level probe be ordered against the concerned officers for the negligence shown during the road work.
