State all set to witness Assembly elections much before schedule | | | Jehangir Rashid
Early Times Report SRINAGAR, Nov 21: In an unprecedented development Governor Satya Pal Malik today dissolved the state assembly thus putting to rest all speculations that Jammu & Kashmir may get an elected government very soon. In a communiqué issued by the Raj Bhavan from Jammu it has been said that the dissolution of the assembly has been carried out by the Governor in accordance with the powers bestowed on him by the Constitution. "The Governor, Jammu and Kashmir, Satya Pal Malik, has passed an order in exercise of the powers conferred upon him by clause (b) of sub-section (2) of section 53 of the Constitution of Jammu and Kashmir dissolving the legislature assembly," reads the press communiqué issued by Umang Narula, Principal Secretary to Governor, Jammu and Kashmir. The text of the order as issued by the Governor is, "By virtue of powers vested upon in terms of Proclamation No.P-1/18 of 2018 dated 20th June, 2018 issued under sub-section (1) of section 92 and in exercise of the powers conferred upon by me by clause (b) of sub-section (2) of section 53 of the Constitution of Jammu and Kashmir, I hereby dissolve the Legislative Assembly." It would be in place to mention here that Jammu & Kashmir assembly was put into suspended animation on June 20 after the Peoples Democratic Party (PDP) and Bharatiya Janta Party (BJP) government in the state came to an end following BJP's withdrawal to its coalition partner a day earlier (June 19). The then chief minister Mehbooba Mufti did not recommend the dissolution of assembly and as such the then Governor Narendra Nath Vohra kept the assembly in suspended animation. The state was put under the Governor's rule as more than three year old PDP-BJP coalition government came to an abrupt end. The spell of Governor's rule is supposed to end on December 19 following which President's Rule would be now imposed in the state. The dissolution of the assembly means that the political parties would have to be ready to face the next assembly elections as and when the schedule for same is announced by Election Commission of India. The day was marked by high voltage political drama as PDP, National Conference and Congress had almost cobbled a coalition to form the next government in the state. These parties had almost in principle decided to form the government with former minister Syed Mohammad Altaf Bukhari tipped to be next chief minister. Late in the evening PDP President Mehbooba Mufti faxed a letter to the Raj Bhavan in which she had staked the claim to form the government in the state. Mehbooba had claimed that she has the support of 56 legislators and would ideally to make the formal stake as and when she reaches Jammu and meets the government. Peoples Conference Chairman Sajad Gani Lone also faxed a letter to the Governor's office and also staked the claim for government formation in Jammu & Kashmir. Lone had also claimed that he has support of requisite number of legislators from BJP and that he should be given the chance to form the next government. Assembly elections are due to be held in Jammu & Kashmir in 2020, but given today's development the elections are likely to be held well before the schedule. Lastly, the elections were held in the state in November 2014 with PDP emerging the largest party with 28 seats closely followed by BJP with 25 seats. |
