| To his Excellency Governor Jammu and Kashmir from people of Basohli | | | Shiv Kumar Padha Basohli
Annoyed and disap
pointed over the discriminating, non friendly, cool and careless attitude of the state governments of Jammu and Kashmir towards Basohli constituency in general and town in particular, the natives brought this unwanted and unconstitutional attitude and behavior of their representatives, bureaucracy, in the notice of government many times through, deputations, correspondence, and printed media. But as the ill luck would have it neither the governments heeded their long pending problems nor did they give any assurance to address them, with the result whole developmental works of the constituency has either been stalled or it is proceeding with snail's pace. The long deprived and discriminated section of the population has been observing keenly as to how your resolve, determination and fellow feelings have kindled a ray of hope in their lives and how the whole governmental machinery has been geared up to ensure justice to the common man which is being hailed by all the sections of society in general and the deprived in particular.
Basohli has been a progressive, prosperous and vast duggar state which was ruled by the Rajas of Pal dynasty, descendants of Pandvas of Mahabharata, for 1500 years. The state remained under Lahore Durbar and its Rajas had direct access in the Mugal Durbar especially during the reigns of Emperors Jahangir and Shah Jahan. The State Of Basohli came under Maharaja Gulab Singh of Jammu and Kashmir under a treaty reached between erstwhile East India Company and Lahore Durbar in 1948. The total number of villages at the time of its merger with Jammu totaled 174 greater than that of any other duggar states. This oldest duggar state has been bearing the brunt of neglect, step motherly treatment, deprivation and discrimination since 1948. During successive up gradations of old tehsils into district hood from time to time Basohli has been deliberately dropped from the panels every time. During the last up gradation of the tehsils into district hood, under the recommendations of Wazir Commissions, Many thesis with one or two niabats were created in the state whereas Basohli has always been dropped from the race of district hood till date. Till this time six new tehsils and four subdivisions have been carved out from Basohli leaving Basohli as helpless and feeble state to suffer. Had the non local representatives of the constituency shown some interest and had advocated the case of district hood honestly Basohli would have attained district hood since long. The territories of the undivided Basohli Tehsil once touched with Chamba district of HP, Gurdaspur of Punjab, Bhaderwah of DFoda and Ram Nagar of Udshampur J&K. But now the Basohli has shrunk to a little size. Perhaps Basohliis is the only constituency in the state which has been hijacked by the powerful politicians from outside who, instead of developing it considered it as their colony and created their empire in the higher echelons of power.
No doubt the SDH Basohli is housed in a palatial building but due to the scarcity of drugs, doctors and allied staff it is not catering to the needs of the local population while the rural population of adjoining districts of Piunjab and Himachal Pardesh solely depend upon the medical facilities of the SDH Basohli. If the same hospital is equipped with the medicines and allied facilities it can provide the health care to lacs of dependent population. For even a petty treatment the patients are referred to the city hospitals where many of them succumb to the injuries or excessive bleeding during shifting.
Basohli is the only place which is fast emerging as the tourist destination in the Jammu division. Hundreds of the tourists from other states throng Basohli every day who are looked after by the cooperative attitude of the local population. There are no public amenities for the convenience of the tourists. Not to talk of some restaurant or other facilities like food points there is no provision for the potable water even. The entire area around Atal Setu and the RSD remains jam packed where the tourists are seen preparing the pre wedding albums, shooting of TV serials. All the facilities to the tourists are being provided by the local natives. The Motor boats purchased are lying un operational majority of which have developed defects in them and have become mere exhibits. But for the co operatio of the local population the tourism of Basohli might have died much before its coming into existence.
The entire 300 KM. stretch from Udhampur to Chater gala (Bani) do not have any blood banks or blood transfusion facilities en route. In the event of the accidents many people die for want of timely treatment and blood transfusion. Due to the non availability of the fire fighting facilities at Bsohli and Bani Many houses of the people and those of the nomads are gutted due to fire every year which render irreparable loss to the property, human lives and the live stock.
The opening of the long awaited Atal Setu has opened flood gates for the inter state vehicular traffic but even after three years no passenger bus or goods carrier have been using the shortest route to the state. It is a matter of pride that the Bsohli Excise naka has earned 60 lacs rupees with its little resources. Not to talk of the new interstate JKSRTC bus services via Atal Setu, the State government has totally failed to restore the 30 years old Basohli Pathankot, Haridwar and Delhi services. The Kendriya Vidyala which was sanctioned for Basohli has been hijacked by some powerful politicians which needs be restored to its legal claimant Basohli. Basohli Painting and the pashmina industry of Basohli is at the stage of extinction due to the discriminating attitude of the previous governments. It is not possible to mention all those fields where Basohli has meted out step motherly treatment by their own elected governments. The 30 km. link between Mahanpur and Basohli which also called life lineof Basohli and Bani is still very narrow and curvy and is always prone to accidents due to the head on collisions or due to skidding whie negotiating the curves. The curves and the bends of the road are blind which is always hanging like sword of Democles over the passengers. Basohli is gifted with he enormous natural wealth by the bountiful nature even then there is no Industrial Estate yet. Moreover no minister of any department has ever paid any visit to Basohli till date. It is therefore prayed to take personnal interest both in the welfare of the people and the development of Basohli because no MLA who so ever took any interest in the constituency rather feathered their own nests. Kindly save the gullible people and help save them from the discrimination. |
