GAD refuses to register LA non-gazetted employees union
`Union formed without seeking permission from Speaker, Secy LA'

Jammu, Jan 2: Some Non- Gazetted employees of Jammu and Kashmir Legislative Assembly had formed employees union unilaterally without seeking proper permission from the Secretary, Speaker LA. Moreover the application for the registration of the union was rejected by the General Administration Department.
Sources told Early Times that this self created employees union was formed and it held elections unlawfully last year without following proper guidelines as no permission was sought from Secretary LA and Speaker of the house as well, who are the authority to give permission for forming such body.
The letter which was written by GAD to Secretary LA in this connection, which is in possession of Early Times reads that as per communication No. GAD (Adm62/2018-III dated 12-10-2018, regarding 'Registration of J&K Legislative Assembly Employees' Union' "I am directed to refer your communication No. LA-6012/Adm/2018 dated 29-08-2018, regarding the captioned subject and to request you to complete all the formalities prescribed in Rule (5) of SRO-160 of 1995 dated 14th July, 1995, notified for the recognition of Service Association and then submit a formal request through the Administrative Department for recognition of J&K Legislative Assembly Employees Union for consideration of the competent authority,"
If sources are to be believed, the forming of any employees body is totally prohibited as per order of previous Speakers, yet some employees formed body giving damn to the rules of LA Secretariat.
"Immediate after forming union, the employees started holding protests on one issue and the other resulting disrupting the work of the LA secretariat. The main motive of the creating union was to mounting pressure on the head of the LA for their unwarranted demands. Although many Non-Gazzated employees kept themselves away from this so-called employees union as they were not in favour of such employees' body and were doubtful of their intention, which later proved to be true when they started unnecessary agitations," they said.
The recent strike staged by this employees union, which remained for more than week, disrupted the administrative affair in the LA Secretariat, who were demanding to install an officer of their choice as Secretary LA, the post of which went vacant after superannuation of the previous secretary on December 31, 2018. In fact, the officer who they were projecting as new Secretary LA was not eligible for the post. "These employees deliberately tried to make this issue Kashmir verses Jammu," they added.
