Police, Estates department don't act on directions of High Court, SHRC | Senior Assistant of R&B department denied accommodation allotted to him by Estates department | | Jehangir Rashid Early Times Report SRINAGAR, Jan 15: For the last nine months or so a senior assistant of Public Works Department (PWD) Roads and Buildings (R&B) department at the Civil Secretariat has been knocking at multiple doors so that the accommodation allotted to him by the Department of Estates turns out to be a reality. The senior assistant Mohammad Amin Malik is yet to settle down at the accommodation allotted to him by the Department of Estates at Company Bagh, Jammu. Given this fact that he has to pay a good amount as rent for the accommodation hired by him in the Bathindi area of the winter capital of the state. Despite getting favourable orders from High Court and State Human Rights Commission (SHRC) the senior assistant has not been able to get possession of the two room set at Company Bagh. At the same time the concerned police station has failed to act against the people who are guilty of stopping Malik in getting the accommodation allotted to him. "I had requested Director Estates for change of residential accommodation from Amar Singh Government Quarters (single room number 25-B) to Company Bagh (double room N-7) in view of family needs as the single room accommodation did not suffice having the family strength of six members," wrote Malik in his representation. The representation has been dashed to High Court, SHRC, Inspector General of Police, Jammu range and Station House Officer (SHO) Nowabad-Jammu. Despite knocking at the doors of these agencies there has been no relief for the complainant. This is despite the fact that both SHRC and High Court have been kind to him and passed favourable orders in his favour. In his representation Malik said that the Department of Estates acceded to his request and allotted the accommodation as desired by him. Following this he started shifting household items from his previous one room set to the double room set accommodation at Company Bagh with the handover and takeover taking place on 30-4-21018. "While I was in Srinagar the chowkidar of Company Bagh informed me that somebody had broken the lock of my accommodation and placed some items there. I rushed to Jammu and found that one of the two rooms had been locked by that person. I was assured by Estates Officer that the matter would be settled and the accommodation would be handed over to me in full as and when the durbar moves to Jammu," says Malik. During this time the senior assistant having an experience of 23 years approached the High Court with the court asking the respondents to maintain status-quo. As the move offices opened in Jammu last year in November Malik was attacked by a section officer of Department of Agriculture along with some other employees who are said to be important office bearers of non-gazetted employees union of Civil Secretariat while he was busy in cleaning the quarter. Malik sustained serious injuries in the incident and had to be hospitalized. He approached the Police Station Nowabad with a plea to lodge an FIR against the persons involved in the attack. The police did not do the same and they also did not act on the directions from the SHRC to look into the matter and do the necessary action. "As on date the accommodation has been illegally occupied by a person who is doing the same at the behest of some members of employees union. I have been forced to look up for private accommodation and as such I had to hire the same at Bathindi," said Malik. It would be in place to mention here that SHRC had issued directions to Police to entertain the complaint of the senior assistant and lodge an FIR in the case. As on date the official is passing through mental agony since he has been denied justice. |
