HC asks Govt to file action plan on interlinking water bodies | | | Early Times Report Srinagar, Feb 4: The state High Court today directed the state government to file 'concrete action plan' regarding interlinking of various water bodies in Kashmir Valley. Hearing a Public Interest Litigation, a division bench of Justice Ali Mohammad Magrey and Justice Sanjeev Kumar passed the directions after hearing senior additional advocate general and amicus curie Nadeem Qadri. Previous Qadri said Commissioner PHE & Irrigation Department has been appointed as nodal officer but no concrete action has been submitted with reference to the compliance report of order on October 24 last year. The Court had on several occasions directed the authorities to re-establish the network between the Jhelum, streams, lakes and wetlands and had sought report from all the concerned. As the authorities failed to carry the exercise to its logical conclusion, it prompted the court to order appointment of the nodal officer for the exercise. Meanwhile, the court also sought compliance from Ministry of Environment and Climatic Change through its Secretary and asked it to inform the court on the issue of constitution of State Wet Land Authority. The direction was passed by the court after being informed by the amicus that the Central Government has identified 2 lakh wet lands in the country and Supreme Court on the concern of wetlands under "Ramsar Conservation Sites" and directed all the states to have new wet land rules. The top court of the country expressed the urgency for the management of wetlands and till date nothing has been done by the J&K State Government in this connection, the amicus added. |
