JKNPP to hold 'dharna' on March 25 in favour of PHE workers | Govt has played a cruel joke with DRW's, Casuals: Harsh | | Early Times Report
Jammu, Mar 23: Accusing the successive governments and erstwhile BJP partnered ruling alliance in particular of playing the cruel joke with the casual, need based and daily rated workers of PHE department by denying them regularization of services, Harsh Dev Singh JKNPP Chairman and former Minister said that NPP shall hold Dharna on March 25th to express solidarity with the aggrieved underemployed youth who have been treated like 'disposables' and pushed into furnace of starvation by the dispensation. Launching a scathing attack on the govt for its criminal apathy and indifference towards the most genuine concerns of the PHE DRWs, casual and other needed based workers, Singh said that it had made the most contemptuous mockery of the slogans of Welfare State so prominently enshrined in the constitution of the state. He said that timely payment of wages and salaries was not only a fundamental duty of the state but had been repeatedly acknowledged as a fundamental and basic right of a govt employee. He regretted that the Daily wagers of PHE besides other departments had been deprived of their wages for periods ranging from 4 to 5 years ever since the formation of the government in the State resulting in untold hardships and miseries to their families. While the salaries and all allowances of all officers and burecratucts were never delayed even by a single day, the non payment of wages to poor labourers was not a lapse but a sin for which the govt and its functionaries were answerable before man and God. If funds were available for luxuries and comforts of officers and bureaucrats, the excuse of empty coffers for poor DRWs was ridiculous and hypocritical. He said that even the Supreme Court had acknowledged the rights of contractual employees and last year directed the Punjab Govt to pay salary and allowances to daily wage/temporary workers with regular staff going by the principle of "equal pay for equal work" and termed their under-payment as exploitative enslavement. Anguished over the miserable plight of the PHE workers, Harsh Dev Singh pressed upon the State government to expedite the process of regularization in a time bound manner within the purview of SRO-520. He demanded that the pending dues should be released in favour of the workers in one single instalment besides the date of first appointment should be considered from the date the DRW had joined the services. Singh that any kind of harassment with the under employed youth of the state could prove disastrous and highly counterproductive and shall be fought tooth and nail by the Panthers party. |
