Anantnag Irrigation Division: Works executed without floating tenders

Anantnag, Apr 2: Serious irregularities have surfaced in Anantnag irrigation Division as under centrally sponsored 'Accelerated Irrigation Benefits Program (AIBP)' and other schemes, sources told Early Times.
They said that works are being allotted to "blue-eyed" contractors without floating tenders and adhering norms.
They said that the officers at Anantnag Division Irrigation have allotted works worth Crores of rupees to blue-eyed contractors without adhering to laid down procedure.
"In last eight years, department has allotted works worth crores of rupees to contractors without floating tenders despite the government has banned allotment works on approval and extension basis," sources added.
They said that every year at the end of financial year, officers of Anantnag Irrigation Division are releasing to money to these contractors.
This year, work done liability of tendered works under Darkhan wohan-II was initially near about Rs 1.50 crore but during the last week of March work done liability was mysteriously increased by the officers Irrigation Department. They said that works worth over Rs 1 crore were executed without any technical and administrative approval and tenders weren't floating for execution of these works. Sources said that this work done claim was increased because the officers had got information that more funds for AIBP scheme are being released.
In the last of week March, around 2.82 Cr rupees were released by finance department for Darkhan wohan-II and Anantnag Irrigation Division fraudulently not only increased the work done claim but also diverted a huge amount for B.A wire crate procurement.
Insiders claimed that for the procurement, advance payments have been made to a government corporation despite the fact that B.A wire crate can't be utilized in the scheme as major works are concrete works.
Sources said that the funds received for Darkhan wohan-II were also diverted to release the payment of works executed under Non-Plan.
Executive Engineer Irrigation Division Anantnag admitted that he has initiated process for procurements. He, however claimed that work done claim of Darkhan wohan-II was 2.40cr and payments of contractors were accordingly released.
