Officials fail to implement Gobar Dhan in J&K | Not even single project taken up by DRS | | Early Times Report
Jammu, Apr 6: After failing to undertake Solid Liquid Waste Management (SLWM) under Swach Bharat Mission Gramin (SBM Gramin) , Govt of J&K has almost failed to implement another scheme meant for rural areas called Gobar Dhan Yojna. According to details available with Early Times nothing has happened for the past 6 months despite government constituting a State Technical Advisory Committee (STAC) in October last year. The details reveal that the General Administration Department (GAD) vide its order No: 1319-GAD of 2018 on 10.08.2018 gave a nod to constitute State Technical Advisory Committee (STAC)/District Water & Sanitation Committee (DWSC)/District Swachhata Committee (DSC) and Block Level Committee (BLC) for implementation of the "GOBAR-DHAN" scheme under Swachh Bharat Mission "Gramin". The committee which is headed by Secretary Rural Development had infact met in Jammu early this year but on ground not even a single project has been taken up to process cow dung (gobar) in villages of J&K. Reliable sources in Rural Development Department say that after transfer of previous Director Rural Sanitation (DRS), Gobar Dhan scheme seems to have no takers in J&K especially in the remote and mountainous regions like Kishtawar , Doda , Poonch , Rajouri , Ladakh and Kupwara where the working season is of mere 6 to 7 months. " We were expecting that some projects would be taken up in Doda or Kishtwar districts by March this year , now it is April and till date there is no official direction in this regard. We hope Secretary Rural Development and Director Rural Sanitation will intervene and take up the projects under Gobar Dhan in this mountainous area " said Rakesh Kumar a resident of Kishtwar. Under Gobar Dhan scheme Director Rural Sanitation has been appointed the member secretary of the STAC. Officers from Animal Husbandry department , Sheep , Agriculture and Pollution Control Board are members of the State Technical Advisory Committee (STAC) on Gobar Dhan. Under this scheme Cow Dung and organic waste is converted into Bio Gas or fertilizer like Vermi Compost etc and for this Govt of India provides subsidy to households who would take up such projects. Gobar Dhan scheme was first announced by Finance Minister Arun Jaitley during his budget speech on February 1st last year . The scheme focusses on managing and converting cattle dung and solid waste in farms to compost, biogas and bio-CNG. "The Gobar-Dhan Yojana will help in keeping the village clean while increasing the income of farmers and cattle herders," PM Modi had said in one of his speeches . Prime Minister emphasized the importance of biogas and said that the GOBAR-dhan scheme will also generate an alternate source of income for the farmers. PM also appealed to the citizens to create self-help groups and creative societies that would help in the "clean energy and green jobs" initiative. He also announced an online trading platform to connect farmers to buyers of agricultural waste facilitating the GOBAR-dhan scheme. Taking strong notice of inefficient waste management in J&K by different executing agencies , the High Court division bench last year while hearing a Public Interest Litigation (PIL) had issued notice to several Government organizations like Srinagar Municipal Corporation (SMC) , Jammu Municipal Corporation (JMC) , Rural Development Department (RDD) , Directorate of Urban Local Bodies, Housing & Urban Development Department, Tourism Department , Horticulture Department and few more Govt owned organizations. Non implementation of solid waste management in rural areas under SBM Gramin was also raised in the PIL. High Court has sought many reports from J&K Government particularly Rural Development Department (RDD) in this regard. The PIL was listed again on Friday and division bench of High Court sought details from Govt about implementation of Solid Waste Management Rules 2016 which are applicable in rural areas adjoining municipalities as well. |
