JK enacts JKRPDB sans survey of disabled | | | Ishtiyaq Ahmad Early Times Report srinagar, May 17: With the enactment of J&K Rights of Persons with Disabilities Bill (JKRPDB)-2010, the children with disabilities will get inclusive education in the recognized and funded educational institutions. Strangely, however, no survey has been carried out to know the exact numbers of the disabled. The government has approved the enactment of JKRPDB-2010, a long pending demand of the persons suffering from disability. As per earlier figures, there are around 3.80 lakh handicaps in the state, but the survey conducted by J&K Handicapped Association (JKHA) has put the number at above 6 lakh. The law has been implemented without conducting a survey to know exact number of disabilities at present. Disability survey is a general survey that provides detailed and nuanced information about how people with and without disabilities conduct their lives and the difficulties they encounter, regardless of any underlying health condition or impairment. "A disability survey needs to be conducted before an effective law could be formulated. With no figures to establish the number of people living with disability, the government is relying on the 2011 census figures which say that J&K has the highest number of disabled population among all state of India," an official said. As per the draft of the law, JKRPDB-2010 will ensure that no discrimination is made while admitting the disable children. The bill makes it mandatory for the schools to provide reasonable accommodation to them, keeping in view the requirements of an individual. For blind and deaf children, most appropriate languages, means and modes of communication shall be used for imparting education. To promote and facilitate inclusive education, the government and the local authorities shall conduct the survey of school going children with disabilities, reads the bill. The survey would ascertain their special needs and the extent to which they are met. First survey shall be conducted within a period of five years from the date of commencement of the bill. For adult education, the government and the local authorities shall take measures to promote, protect and ensure participation of persons with disabilities in adult education and continuing education programmes equally with others, the bill maintains. "It was our long pending demand. We had been fighting for it since long. It is good that government has implemented the disability act," an official said. "The act will pave way for thousands of disable children to undertake studies, who otherwise have been struggling to carry on with their studies," he added |
