Congress leader demands two more assembly constituencies in Kathua, Samba | | | Early Times Report KATHUA, June 9: Former Minister and President District Congress Committee (DCC) Kathua Dr Manohar lal Sharma today pitched for constitution of delimitation commission in state in order to remove the regional discrimination and to give equal political empowerment to all three divisions of the state. While addressing monthly workers meeting of block Kandi, at Dayalachak of Billawar constituency, Dr Sharma said that the delimitation exercise would ensure equitable representation in the state assembly from all regions of the state. Dr Sharma said that Congress party since long is pressing for lifting of ban on the freeze on delimitation upto 2026 by then NC government in 2002 which was in majority in the state. Further he said in 2006 the former chief minister, Ghulam Nabi Azad, had convened a meeting of all parties to seek consensus for delimitation and after discussing it in cabinet pushed an constitution amendment bill in the assembly but unfortunately it was not passed due to lack of strength in the assembly. While addressing Dr Sharma pressed the demand of addition of 2 more assembly constituencies in district Kathua which will rise its number to 7 from 5 constituencies at present. Manohar said the entire kandi area above national highway should be made separate assembly constituency. Secondly he pressed for forming of new assembly constituency comprising of Loi-Malhar and Macheddi areas of Billawar and Bani Assembly. Dr Sharma said that assembly segments should be increased from 2 to 3 in Samba district by making ghagwal sub divison in to a constituency. During the meeting people of kandi areas demanded for setting up a degree college for kandi area to which Dr Sharma said that he will raise their genuine demand of the people and also assured them once congress forms government in the state he will make sure that demand of people be fulfilled. Further Dr Sharma took strong exception to the back tracking of the BJP govt over the contentious issue of Delimitation of Assembly sears in the state and termed its U-turn as a betrayal of the mandate of people. Questing BJP for its commitment to the people for seeking votes over the issue of ensuring equitable share in political power to Jammu region, Dr Sharma said the govt of India especially Home Ministry has succumbed to the pressure and shelved the plan in less than twenty hours. It is very unfortunate that BJP has given tall slogans and false promises but when it comes to delivery, it is very weak. Dr Sharma said BJP to go ahead with delimitation and complete it so that Assembly elections in the state are conducted after inclusion of new assembly constituencies in the state. He also sought fulfilment of the commitments with refugees if 1947, 1965 and 1971 regarding seats before elections. Others prominent who spoke & present in the meeting were Capt Tara Chand, Sudesh Kumar, Surinder Singh, Capt Raghubir Dass, Karam Chand Khajuria, Kamal Sharma, Dalbir Sethi, Chamail Singh, Asok Kumar, Kl Khajuria Tej Ram, Joginder Sharma, Bittu Kumar and others. |
