Panel to probe irregularities in PWD, PCC may seek more time

srinagar, June 9: A three-member fact-finding committee is likely to seek extension for submitting report into the irregularities in awarding contracts and appointments made in Projects Construction Corporation (PCC) and Public Works Department (PWD) since 2010.
Last month, the government formed the committee to examine irregularities in awarding macadamization contracts. The committee is headed by Principal Secretary, Finance, while Principal Secretary, Planning and MD, PCC are its members. The committee has been asked to submit report by June 14.
However, the committee would require more time to complete the task. "The committee has completed less than half of the task so far. It would require some more than one month," a source said.
He said it was not possible to complete the task within a month. "There was also delay because the administration was busy with holding the elections," the source said.
"The committee would look into all appointments made in PCC and ensure that all irregular appointments are terminated and action taken against those responsible. The committee has been framed in view of numerous complaints related to corruption in contracts in PCC and PWD," the source said.
There are allegations that construction works have been executed by awarding contracts on nominal basis in the PCC. "There are reports that irregular procedures were adopted in violation of government orders. Despite being a 50-year-old organization, PCC has no recruitment rules. There are reports of illegal appointments," the source said.
He said that committee has to examine diversion of funds by PCC from one project to another. "The committee has to look into diversion of funds from one project to another leading to a large number of incomplete projects, whose funds have been received but diverted elsewhere," the source said.
"There are numerous complaints about awarding contracts to blue eyed contractors by the PDD authorities," the source said.
He said that committee was constituted after the Governor's office received a complaint from a former vice-chairman of PCC that a former minister had allotted contracts to "blue-eyed persons".
The complainant had said that it was noticed that the minister on "verbal directions has allotted the prestigious and projects of highly importance to some blue eyed persons who do not have experience in the construction field without tenders or following the codal procedure".
"The works of high magnitude are being allotted to these persons in-violation of rules and regulations while as the works of very meagre magnitude are subjected to e-tendering to befool the masses," the complainant had said.
